The New Rochelle Review published an article this month by Stephen E. Lipken on the recent Capelli MOU Vote for LeCount Place.
District Four Council member Richard St. Paul noted that although there was blight and “less than aesthetic character of the neighborhood, the developer has heard our concerns.
Cappelli Enterprises has supported the Sound Shore Medical Center; Silesian High School, Youth Bureau, New Rochelle National Association for the Advancement of Colored People (NAACP) and the Trump Building.
“They also brought in Target and Kohl’s, bringing an increase in sales tax. Six months is not a long time. I have great expectations for the improvement of the area but if there is no progress after six months, I certainly will vote no. For now I will vote ‘yes.’”
What does it mean to say that Capelli “supported” the Trump Building? Is that a charity now?
Since when did Capelli bring in Target and Kohl’s? Even if they had signed on as tenants at New Roc City in 2009 as promised by Capelli mouthpiece Joe Apicella last year, they could not be generating any sales taxes because there not stores there — let alone sales.
No wonder people in the North End are confused about what is going on with the LeCount Place Project.
For the record, it has now been 52 Days since Joe Apicella told the City Council that Kohl’s would have signed a lease for space at New Roc City. It was back in May 2009 that Chuck Strome said Capelli promised to fix up the appearance of the property at LeCount Place, windows would get the “Avalon Look” to make them look more presentable — specifically 5 Anderson.
