Items of interest in the agenda include:
- Amendments to the City Charter relating to the North Avenue Corridor – creating a new Zoning District (Section 54.1) under Article VII, North Avenue (NA) Zoning, mapping the proposed North Avenue (NA) Zoning District changing the zoning classification of certain properties located along North Avenue, alternate locations for required off-street parking facilities by adding the NA. - Amendments to the City Charter relating to the FEMA Flood Map – a letter received from the Federal Emergency Management Agency (FEMA) that the City’s Flood Insurance Rate Map has been revised, and the need for the City to adopt a revision to the Flood Insurance Rate Map.
- Heritage Homes/Hartley Houses: Tax Abatements – resolution approving the payment in lieu of taxes by and among the New Rochelle Municipal Housing Authority and the Horton Winthrop Housing Development Fund Corporation with regard to the proposed Heritage Homes Development, Resolution authorizing the City Manager to submit an application and enter into an inter-municipal agreement for a Housing Implementation Fund Grant from Westchester County in support of Heritage Homes Affordable Housing Development located between Horton and Winthrop Avenues in the City of New Rochelle.
- Parking/Car Dealerships on East Main Street – time limit parking on certain portions of Main Street be adjusted.
- Amendment to the Code of the City of New Rochelle, Chapter 89 – Animals to conform with the requirements of Article 7 of the Agriculture and Markets Law, Dog Licensing Regulations.
- United Water/Hydrant Rental/Consortium – extend the agreement with David M. Wise, Esq., who represents the consortium of municipalities to challenge the proposed water rate increases, and to incur the City’s share of the proposed retainer fee — City’s share of the proposed $13,500 retainer fee ($6,507).
- Resolution appointing a member to the Historical and Landmarks Review Board.
