UPDATE: Whistleblower Pat Papallardi sits for his first ever interview to discuss the DPW case. In this exclusive interview with Talk of the Sound, Papallardi tells Robert Cox how about a year after Fevang was hired in 1993 he began to notice problems — sending work to new vendors, increased costs on invoices, missing parts and more. He explains how the first investigation by the Westchester County District Attorney came about in 2001, how Fevang reacted to the investigation by harassing workers. Papallardi explains why he decided to go back to the District Attorney in 2009, the role of Council Member Lou Trangucci and process of the investigation from January 2010 until this week when Fevang was indicted on 66 counts of fraud and misconduct.
Cox asked Papallardi about calls by Council Members Lou Trangucci, Richard St. Paul, and Albert Tarantino for an independent audit and a criminal referral to the U.S. Attorney, whether he agreed with Mayor Noam Bramson that calls for an outside investigation was a “smear” against the 600 employees of the City of New Rochelle. Papallardi said “no”.
Cox asked about claims by City Manager Chuck Strome, Mayor Noam Bramson and Council Member Jared Rice that Fevang acted along, that this was a case of a single individual. Papallardi said “no”.
Papallardi shared his reaction to the news, after 17 years of filing complaints, to hear that Fevang was led out of a White Plains Court room in handcuffs.
Next week, Talk of the Sound Radio will air three additional cuts from the interview which will make clear that many people within the City of New Rochelle were well aware of the complaints against Fevang and took no action. Papallardi will discuss several of the vendors who Fevang did business with, how some of Fevang’s scams worked and the amounts of money involved. Papallardi will explain why he did not approach City Manager Chuck Strome. Papallardi will also share a disturbing story of a last gasp effort by Fevang to intimidate him in an attempt to discourage Papallardi from testifying to the grand jury.
NOTE: There were a couple of glitches with the audio files during the show (strictly my fault, not Chris the engineer); this PODCAST version fixed the two glitches.
This Friday is a special edition of Talk of the Sound Radio. In our exclusive interview, DPW Whistleblower Pat Papallardi comes forward for the first time to break his public silence on the corruption case that has rocked New Rochelle over the past week. Papallardi, a 23-year veteran of the DPW Garage, is the unlikely hero responsible for initiating a 16-month investigation by the Westchester County District Attorney that has led to the resignations of two top DPW officials and the termination of a third.
The show will be dedicated to the Papallardi interview so we will not be taking calls.

Thank You Mr. Papallardi
Thank you for having the courage to come forward.
Thank you for not looking the other way and for having the integrity to stick you neck out in a administration that would prefer to punish you rather than reward you for ethical behavior. You have done the citizens of New Rochelle, more so the tax payers myself included a great service.
Taking this matter to Lou Trangucci was a great thing but more so it is a symptom of what is wrong with our present City Manager Chuck Strome. Its is known had you taken this to Chuck Strome it would have been quieted down and you would eventually have been let go. May the Westchester DA have enough integrity to take this further even against her own Political well being. Right now she seems willing to only scratch the surface as she is protecting her Democratic cronies. The City of New Rochelle is a mess, is not running morally or ethically in any manner. Chuck Strome must be let go, we must know why Jeff Coleman left abruptly, we must know why the culture continues at 515 North Avenue.
Thank you again for representing the Citizens in this because nobody at the top level of City hall is. The stain should not reflect the hard work of those in DPW who are morally and ethically sound. This stain can only point to the top of New Rochelle’s management.
Corruption in New Rochelle City Hall Various Departments
Bramson cannot clean up the City Hall? There’s a saying: Silence is consent. If he doesn’t speak up he accepts what is happening. And if he accepts what’s happening in many departments of City Hall, isn’t it time New Rochelle Tax Payers do a petition for Impeachment on a county and state level? If you favor that send an email to schmetz@live.com. It’s NEVER TOO LATE.
