Recently, my son took the Firefighters Exam for New Rochelle. Although I knew it was a futile effort and a waste of a few bucks, I figured that perhaps moving forward a different climate might be present locally and nationally, and the trend of hiring in the public sector might resurface.
About two weeks ago he received an envelope from Civil Service. Inside we found dates for a scheduled agility exam in November, and information about this phase of the test. Nowhere present was a score. I took it upon myself to call the Civil Service Office. After two days of constant voice mail I was finally connected to Jeanett Medina.
I questioned Ms. Medina to the whereabouts of my son’s scores, figuring that this was merely a missed envelope. She told me that she opted to not send scores. Whereas this would “discourage” candidates with low written grades from showing up.
This logic disturbed me. You see, it costs the city money to administer this agility exam. There are no fewer then 30 proctors on site for the test, two NRFD rigs, and several New Rochelle Firefighters. The cost of this must be significant to a struggling city, yet Ms.Medina is more concerned with discouraging underachieving applicants. Just another example of a city government…and its employees completely disconnected from the realities we face today.
Questions
1. Does the state score and list the written test results that the City of NR follows?
2. Being the physical testing has some timed events, who controls and oversees the integrity of this part of the test?
My overall question is, can the test be tampered with?
YES
Well two things here. One, all candidates that take the exam are not eligible to take the second phase. You must pass with a score over a 70%.
If you have done so then it is your option to continue. It makes little sense for an individual to sign up for phase II if their written score is not competitive. So the CCD is wasting time and MONEY for many by guarding the written scores. If say 100 applicants passed, and only one half of them have a decent score, then it would only utilize one day for testing, rather than two.
Second, the agility test being on two days is unfair due to the differences in wind and weather on test days one week apart in October/November. Think about it, when hundreths of a second can be the difference of placement on the list.
Scores can be tampered with. It is one proctor signing off on each event, and even after that the integrity of the person(s) collecting each score card can be questioned.
The last time the city hired, they skipped over countless applicants to fill a quota, and the time before that, well residency was apparently not an issue
