New Rochelle police in patrol cars and Westchester County police in a helicopter chased two suspects in a strong arm robbery through downtown New Rochelle tonight prompting calls from worried residents who noticed police cars moving at high speed throughout the city as a helicopter hovered overhead. The pair of suspects were not found. The incident began in front of a deli located at the southwest corner of the intersection of Main Street and North Avenue. Witnesses told police that two male/blacks beat up a male/hispanic victim. Police were called at 9:06 pm. There was blood on the street outside of the deli. The victim was taken to the hospital. The two assailants fled the scene of the robbery, heading south on Main Street. On the sidewalk in front of a wig shop at 505 Main Street police found a smashed cell phone that matched a description provided by the victim. Police suspected that the two men might have entered one of two buildings at 503 Main Street and 505 Main Street. Police surrounded the area as officers on foot and officers in the helicopter checked the rooftops before initiating a door-to-door search. Residents were advised to remain in their apartments as the search continued. More than an hour after the incident police were back at the crime scene inspecting the ground with flashlights.

Warren and John are on target
Warren and John,
I believe you are both on the right track along with many others. Debate and disagreement is also good. That is where some of the best ideas come from. Communicating! It just has to be done in a polite and professional manner to be productive. No mudslinging and name calling. I spoke last night at Citizens to be Heard and feel I said some of the same things. Here is a copy of what I said to Council last night.
Good evening council and welcome to the newest members to the first meeting of 2012. As a newly elected City Council for New Rochelle, you all must work to turn this city around. The bad chemistry and ways of old must change. People want to help and contribute. Some are afraid to speak up so they hide behind made up names or monikers on the local blogs. They are not willing to attend Citizens to be Heard or are they willing to speak out. They fear that when they have to approach City Hall for something they will automatically be put down or labeled a nuance, a rebel against the system and at times I have heard worse. Many people feel City Council doesn’t care what anyone has to say. This is not a very healthy environment to nurture growth and change. This atmosphere cannot continue and must change so that we as a people can work together toward a better New Rochelle.
We are not playing a game of Monopoly or House. Remember, this is real money and real lives you are playing with. Where are our tax dollars going? Who is responsible for what? Strong Mayor? Part time Mayor? Is it this department or that department’s responsibility? Questions asked way too often.
It scares me that while we have many great employees, there are still many people we employee both management and staff that just don’t get it. Why such a big disconnect?
This past year I had a few events that made me want to laugh and cry at the same time?
-Trying to feed broken parking meters Down Town when going out to dinner.
-If I don’t get back to you, I did get your message and am working on it.
-No response or actions to some phone calls.
-Guys using a payloader to pick up a few Christmas trees.

I have said this before but nothing is truer today. No more business as usual. It’s time to make some changes. Like the manager of a prize fighter or a new coach on a football team, we need to break things down to the bare bone and start all over again. Our families, our lives, our homes and our taxes rely on it.
We must return to Go and start all over again. Follow the City Charter as it was written. We have it for a reason. Review all job descriptions, members of management and staff. Make sure there is no duplication of services. Put policies and procedures in place. Follow up and enforce the ones we already have. Make sure we have the right players on the team. I said team and that means working together. No Democrats or Republicans. We need to be New Rochelians.
The Mayor, The Council Members and all staff members in supervisory positions need to go out in their districts or areas and get in the field with the work force and interact with the citizens. Yes, that means getting on garbage trucks or ridding with a street sweeper. Get in touch with the people. Build a team with open and two way communication. I believe we do have the talent and resources necessary to have a great city once again.
It’s a New Year and you all start with a clean slate. Let’s see what you can do with-it.

Missed your speech
I got there a little too late to hear your presentation. Yes, the citizens must be involved and want to be involved. One thing I think should be changed is the citizens to be heard format. We need a town hall meeting with dialogue from the mayor and council. A few people who spoke last night expected an answer to their questions. This was the first time some citizens spoke to voice their concerns. Yes, I know the mayor's door in always opened, but he should use this psychology and bring this city together. I am hoping the mayor would consider a more public open dialogue and perhaps educating the public to the process. Also, there was a presentation at 3:45pm of the new apartment building that might be constructed in downtown New Rochelle. I ask you how many people can attend? This presentation should have been at the 7:30pm meeting and there was no mention when citizens can be involved. This and other issues are no longer just neighborhood problems or concerns, let's form one group were all can be heard and help our neighbors. I realize some people are not comfortable presenting in a 3 minute time frame, but that does not mean they should not be heard. The mayor and council had long lists of citizens to call during their campaigns, they should be using them to reach out during this time to bring people together. .I am sincerely hoping the mayor and council see the light in 2012.
Time for CHANGE
I apologize to TOTS bloggers in advance for the following rant BUT how much more do the citizens of New Rochelle have to endure before the powers to be are held accountable for the situation they created? Noam’s favorite buzz term in reference to his opposition is “naysayer”. Those who use this term characterize a mindset of people who protect Bramson and the 20-year regime he is part of, at every turn, for the downtrodden state New Rochelle finds itself in. The term is used to describe Peggy Godfrey, someone TOTS bloggers respect? Others state they don’t want to be “unfair or overly harsh” in criticizing the current administration. How is that possible when 2011 ended with a “home invasion” where a 92 year-old senior and his caregiver got into a fistfight with a would-be robber? Then we ring in 2012 with a strong-arm robbery in the middle of downtown in prime-time leaving blood spattered on the sidewalk. Do you realize it should have been classified an armed robbery but because the gun turned out to be a toy it was classified a home invasion to keep statistics low and help maintain our state ranking (3rd safest city I believe)? AND, if the gun was real it could easily have been a multiple homicide! Let’s not hide behind the city charter and blame the city manager solely. He is the first tier for blame but let’s be honest; if Bramson is not satisfied he could have had Strome replaced at any time. Bramson needs Strome to hide behind even though Bramson micro-manages the city while technically a “ceremonial mayor”. The Easter riot, Richard Fevang, Joe Cotroneo, Tino D’Abrozzo, David Rodriguez, Domenic Procopio, John Caldararo, Jamilla Blair, Jose Martinez, Vito Costa these are the most recent but it goes back 20-years to people like Carol Galice and please tell me who was held accountable? NO ONE! It’s time to stop being politically correct and demand accountability. Commissioner Carroll has worn out his welcome; he should be bought out and appoint a public safety commissioner for police and fire. I take this opportunity to thank Bob Cox for his efforts for if not for him most of these incidents would have been swept under the rug and the people would have gotten off scot-free. The same holds true for WVOX where every week talk show hosts praise the current and past administrations. One host whined about DPW being understaffed and over-worked and remarked the equipment and trucks resemble those from Sandford & Son. After making that criticism the same host stated Bramson and Strome were doing a great job. There are two New Rochelle’s; one need only to look at the current city council agenda for a discussion on motorized gardening equipment and leaf blowers to bear this out. The discussion will center around the laws in the neighboring communities of Scarsdale, Larchmont, the Town of Mamaroneck and the Village of Mamaroneck. Please tell me what New Rochelle has in common with any of these communities, NOTHING outside of possibly sharing a border. Why not White Plains, Yonkers or Mount Vernon, the cities of choice when the administration compares crime statistics? I have finished counting to 10 and will close by saying I may have referenced individuals but it was in an effort to realize you can’t make an omelet without cracking a few eggs. Being politically correct never solved anything. I am not endorsing a witch-hunt but when the aforementioned happened and no senior officials were held accountable or dismissed there is a problem. I know we are all well intentioned New Rochelle citizens at heart but it’s time to get our heads out of the sand and demand change.

Don't get me wrong I feel extreamly sorry for the victim but a helecopter for a mugging? Seems to me there is more to this, especially since there was something happening in Pelham Manor at about the same time.

there is absolutely no reason for the City to deny reality any longer and pull out the old bromide that the Commissioner doesn't see the value of a precinct, mini or otherwise, proximate to the location of this latest act of violence.
Pat Carroll should manage the department, set up patrol policies, dress codes, etc… but not have the final voice in something as basic as providing safety and security for our business district.
Noam, Shari, Barry, Al, Louis, Jared, Ivar — enough is enough period. The first responsibility, order of civic business is the safety and security of our residents. This is the most basic civil need; analogous to food, shelter and safety in a family unit.
My wife, many readers of this blogs spouses, neighbors, could be compromised, asssaulted, or worse by this random violence. Surely you realize this especially during lawless times when jobs are scarce and violence is more the rule and not the exception.
Do you actually think potential commercial and residential investors in our City are not aware of this deterioration which is on top of other failing results. I will not be unfair or overly harsh, I am not in your shoes, but I sense in some cases and know personally in others, that you are decent people who simply are not putting things into the context of today's realities. We are a changed society. I also know and understand that you have been frequently bombarded with angry diatribe, criticism, and rancor, but it comes with the territory even if much is over the top.
Mugging a man at 9:03pm on the busiest corner in the City hs to be the tipping point. It is only a question of time before someone loses their life.
Let me be a little dramatic but sincerely so. If you are undermanned, underloved, unappreciated, broke, or whatever else, ask for help. Call for some civilian volunteers and arm them or otherwise protect them appropriately. Sign me up as volunteer number 1.
Or, if that doesn't work for you, ask Pat Carroll to put some desk police on the street and sign me up to replace that individual as a volunteer. I would not be the only one to do this for the City we love.But City Council, do your bit. Open up a storefront police precinct pronto…. and as far as it being a staff addition, not the case. Just put a desk or staff professional there computer and all and set up a schedule to have the midtown shift personnel drop around for visibility, updates, coffee or whatever. Come on…. end this now and catch these lowlives pronto before someone else gets hurt.
Noam, I care for you and respect you as I do most others on the Council. I am not a negative naysayer, but really enough is enough. Do this for your families as only by the Grace of God are they shielded from the traffic of this our busiest thoroughfare.
Finally, if you think I am overstating a case, I invite Ralph, Kathy, or anyone else to check the deterioration that has taken place in the desirability to invest or live in New Rochelle.
Solving the Problem

Only when the mayor and the north end council people decide to admit we have a problem will any change take place. Admitting there are problems and identifying them is not negative, it is realistic and shows courage.
I would like to suggest that on Tues., Jan 10, concerned citizens for change meet at the city council meeting and voice our concerns. Only when we all join together will the mayor take notice. I and many others are willing to work hard for this change.
The reason the city can’t
The reason the city can't provide adequate police protection is because of the staffing cuts to the PD created by high salaries and pensions as well as reduced revenue due the lack of sound economic development development polices. The only department that should be doing well is DPW since the residents of NR pay $238.00 each for garbage collection. I would think for this price our garbage cans could be placed back on the curb side and not thrown all over the place like NR garbage collectors typically do.

Well and truly said Knitter. If you don’t admit there is a problem, it will never get addressed. And if you give a grudging acceptance that things are going wrong, it will be insincere, probably patronizing.
The meeting on the 10th will be inundated with speakers commenting on the fee tax increase. Perhaps we can come up with an alternative.
The people up north surely know about the problem but it is not in their backyard. They are likely people like us, family members, many faith driven, many who love the City, but Noam must also see and accept that we are literally two cities. It permeates priorities and planning.
515 North Avenue is like Fort Apache with the perimeter security closely aligned to the east side (precinct). When city departments and services from fort apache and the perimeter security migrate in part to the business district to show the colors and interest, we will begin the process of being one city.
I invite, no plead with Council Members to give Knitter, myself and I a proper forum one dedicated to problem identification and corrective action. That might be a sponsored meeting chaired by one or more council members held say at the library and dedicated to this topic or the overall topic of restoring and rebuilding a sound, safe, and effective business district.
If I hear nothing further on this, I will construe it as a lack of interest. Every single City Council member without exception is aware of what is going on in TOTS; most by direct reading, others by being briefed.
Again, read your real responsibilities to the electorate in the City Code and become part of what Bill O’Shaughnessy labels “profiles in courage.” A former professional colleague of mine, Harvey Hornstein of Columbia University published a book years earlier called, “Managerial Courage.” That is what is needed now.
Leaders during tough, challenging times, table plans and become situational managers. Read up on the battle of the bulge during world war II. Yes it directly applies. See what had to be done to protect and preserve the overall plan which was to defeat Fascism and liberate Europe. They did not cry about the changes required in strategy and plan, they identified the problem, reacted, and restored.
The economy is not an excuse, past positive statistics on the crime rates are now meaningless, any commissioners “advise” cannot rationalize the need for positive action. Most important, if you are a democrat or republican and choose Ideology or party membership over serving the public, you need to resign now. We have enough of that in Washington as it is.
Thank you Knitter for your wise words and damn it, Council members don’t you see the untapped talent that is all about you waiting to be used.
Another Suggestion
Warren, What about a Town Hall meeting where all concerned meet with the mayor, city manager, council, police commissioner, etc. have a real discussion on what is needed. Hopefully we could have an open dialogue with questions and real answers. Citizens have to be involved in the process, that is the only way to get this city back on it feet. I would rather take small thoughtful steps instead grand ideas and no way to achieve a change. We cannot have four more years of the same downward decline.

Town Hall meetings are not going to change things. People need to wake up and realize where the problem lies before a solution can be had.
As I said, year after year, salaries, health care and pension costs keep rising for civil service employees. You cannot expect these increases to be covered UNLESS there is an ever-increasing stream of revenue coming into the City. That can come from sales tax. But more than likely, retail in the City will never increase fast enough to keep up with the cost of employee benefits and salaries. As such, the City has no choice but to raise taxes annually until the point where it breaks the back of the property owners. That is where it is now.
To remedy the problem, elected leaders need to band together and lobby Albany for change. Local governments need the ability to negotiate union contracts in a manner that reflects economic conditions. They don't have such luxuries.
Private sector employers dealt with the high cost of labor by either outsourcing jobs, going bankrupt, busting unions, and lowering pay and benefits. Government has yet to take any action that reflects the pay scale in the private sector.
I'm afraid NR residents better get use to annual tax increases and reduced services until politicians have the backbone to deal with the problem.

John have you a better thought on this topic. Should we form a 99% type protest group? Should we picket City Hall? Waht is the remedy. The option is 4 more years. Knitter is contributing a bright light and it will take more than years of complaining about how the City is managed to getsomething remotely resembling change.
John, I understand the frustration, it is nation-wide and I really think it has to begin with the community. Perhaps a beginning is some strong and pointed questions on why the City is not run according to its own Code. That is not stupid, if it is then we might as well say its national equivalent, the Constitution is stupid. Perhaps by doing this we can show those Council Members who have just come aboard the need to be independent and to respond to very very real issues.
I am open to anything. I think Knitter is as well. I think a lot of posters would be. I don't have the answer; I am good at issues but not so good at protests.
Maybe we need to band together as a group and attend the next public meeting — the one where citizens are heard as part of the Council Meeting. Maybe we can all wear black t shirts, have one person sign up to speak, mention our dissatisfaction and end by walking out from the meeting as a collective group of dissatisfied citizens. No yelling, no violence, a silent vigil.
Or John, we can continue to post endlessly on Noam being the Anti-Christ.
Actually the ball is probably in our court. If you have a protest thought, I will follow you as I respect your commitment and your intelligence.
A few questions
While you examine and express your findings on city affairs you always give Bramson the benefit of the doubt. Noam has been on council for 20-years including 6-years as mayor with another 4 to go. In Bramson's latest State of the City address he decries we, (New Rochelle), have a l with long way to go. 20 years on council supporting every development package put forth and we have a long way to go? Ask Noam straight out, how much longer? After 20-years is it fair to say the development policies have failed? None of the democratic council members who controlled council has admitted development failure so as previously stated by another TOTS blogger we are doomed to repeat the mistakes we refuse to acknowledge!
I agree with you that council should govern per the charter which defines the position of mayor as ceremonial. Another blogger has informed me and will expose soon a change in the status of council members. Somehow it was determined that council members work 30-hours a week. If in fact this is true we should terminate the positions of city manager ($175K) and assistant to the city manager ($100K). Council members qualify for lifetime medical and retirement benefits after only five years of service which is absurd and should be corrected immediately . Can anyone explain why a $100K executive assistant is due the position of ceremonial mayor? It is not a charter required position and it is a purely a politically appointed position. We continue to terminate firefighters while allowing and in fact encouraging political appointed pork-belly positions.
I believe Commissioner Freimuth is a breath of fresh air but I understand Bramson is putting the full court press on him to rubber stamp a multi-year/phased project on Division St. which has no public benefit or guarantee. Watch tomorrow's council meeting to watch Noam spin this project. We will soon see if the two new council members are as independent as they claim or if they vote in lockstep as usual.

Ninfo I fully agree and have not said as much since there is no record that anyone has challenged this state of affairs for several administrattions. I agree bcause the logic seems irrefutable. The issue under the present CityCode calls for a City Manager and my view seems to mirror yours in the sense that we cannot afford to have a City Manager by Code and a strong mayor by implication and not Code. The only reason for a referendum would be if the voters understood this and were willing to pay the price for both at current terms.
If we managed by Code, we would have an orderly process of government that mirrored a corporation with Council Oversight and Policy. Noam would or could be the Head of the City Council similar to Quinn in New York City.
I am particularly pleased that you see the value of this challenge and perhaps the benefits of accountability that should accrue from it. Thank you Ninfo, I have been floating on a log for quite a while on this point and I am glad a friend plans to bring it up.
I try to be fair and like John Huntsman said yesterday, put my love for the City (he said country) over politics. This is why I have questioned the Council as well as Noam Bramson who, by design, is the actual leader of the Council.
If you read Stephen Mayo's posting, he too points out the value and importance of other voices such as yours and many who post here, as being important to the renewal of the City.

John, it does appear that way, but lets begin with a majority of one as the saying goes. We have four council members with ties to downtown, no actually five, although that tie is very tenuous. I can tell you the anger,while there, will have to be replaced by affirmative actions or the City will collapse around their ears.
I say this simply because the very existence of non-elected positions hinge on these matters. Cameras picturing questionable decisions which may capture the image of someone only magnify the fact that people are at their wits end. I understand they have arrested a business owner.
John, what is God’s name is wrong with an administration that is deaf to the pleas of decent people trying to restore the name of a City they love and want to feel safe in despite the hour. Why does this City seek to control and manipulate those voices who bring legitimate concerns to light through the media; be it radio, television, or print? Why are they so threatened?
What people like you and so many others here are talking about is very very basic, fundamental and within the boundaries of a civilized society ruled by law, governed by those very people who bring forth issues that fly in the very face of the basic rights and freedoms that so many readers here and people elsewhere served their country for, raised their families, paid taxes, walked to restuarants, theaters, and so much more. Those days have gone by the wayside but they are renewable.
We are not walking the streets in Wykygl, Pinebrook, Trenor, Stratton for the most part. We are looking down a frightening stretch of road that once people from the aformentioned streets and elsewhere trod safely, securely, and ….. no more.
So, perhaps there is only Louis Trangucci but I think that may not be the case. If Noam, Barry, Shari, Ivar, Jared, Al, and in the City, Chuck and others are angry and blame thse who they see as the “enemy”, then they need to take a moment and think about what they are angry about. Are they Shiites and we Sunnis? Are they Croats and we Serbs? No, we are Americans, and we all share in this community. If our voices have grown stronger it is because you fail to hear them, or patronize them. It is because media has been denied our voices, our heroes have been marginalized or angrily addressed because they have spoken out. They have not reached out with a clenched fist, a molotov cocktail, even a sit down protest.
John, you have every right to be heard, frustrated, cynical and sadly, you could be right. People all over the world are raising their voices and sometimes fists, stones, firebombs, plackards, because they feel that things are not simply working.
I once could walk into City Hall and get an audience and I doubt I could get one now. But that is the price paid for dissent and it is a stiff price to pay for respectful dissent. For our non-elected figures like Strome down, if this is too stressful and I can see where it could be… you should resign. After all, what you are facing is little more than dissent and disagreement and, for example, placing a police facility on Main Street is so eminently sensible and correct from a number of standpoints, to angrily oppose even the thought brings your thoughts into question. So all of you, Manager, Commissioners, etc…… take a breath and try to see where dissent comes from and why it arises. Separate out the chronic complainer from the acute sufferer who wants what you should want, a better and more successful New Rochelle.
And for all seven Council Members, and I use this number in the actual context of the City Code, I think you have it someone tougher than your staff. You have to deal with politics, pride, and acknowledge what may seem foreign, distasteful, or even impertinent…. you are being asked by people who you represent, who placed their trust, their welfare, the safety of their families, the education of their sons and daughters, and so much more in your hands.
We are at a tipping point internationally, nationally and throughout our state and community. Can’t you people see it. It is not the economy stupid! All that did was mask the growing separation of office holder to constituent.
Speaking for myself, I would do anything this City or its Council asked me to do to help turn around this City. I would patrol, advise, speak, pray, name it….. but I will not, repeat will not for one moment stand idly by and see John and my other neighbors sink into a deeper pit of despair and hopelessness because City Hall feels that it can go its own way, make decisions that make little impact on the real issues or resent the expressions of basic rights and freedoms that people down these parts have paid for in so many ways.
Maybe Tim Tebow should come here and take a knee. I have to wonder whether some of the statistics in the last game were by accident or design. John 3:16 came out as his total passing yardage, and check out the average per pass, etc….. I hate to end a perfectly human rant with a personal spiritual belief but here goes. God Will Not Be Mocked… and neither would he be comfortable with that happening as it is happening to John and others.

You may have different motives but you share a basic right that no one, even the so called Silver Fox of WVOX can mask by denying the existence of a real issue by sticking his head in the empty air of false optimism. Warren, your fair haired profit, Noam Bramson, has no Managerial Courage which, in laymen terms is a backbone. Bramson voted multiple times to terminate firefighters. In the 2012 budget deliberations Bramson was poised to terminate first responders again. Isn't it curious how no one offered to cut the communcations specialist, sustainabilty coordinator or the mayor's executive assistant (100k with benefits) before considering terminating firefighters?
We repeat the same mistakes over and over again because as others have stated New Rochelle refuses to admit to any mistakes. Only when the North end realizes the cancer is spreading and threatening their pristene neighborhoods will action be taken.

I think I have been very clear in my postings, very thorough, and I try to be fair. To say that I am disappointed in how things are running in New Rochelle would be an understatement. Read my words carefully as others have done, disagree if you do, but come on, get them right.
Sounds like Chris Christies' foolishness on saying that John Huntsman lacked integrity because he served as an Ambassador to China and then resigned to enter the GOP primary. Huntsman response was perfect…. the most important role of any American is to serve his country. Christie should ask himself why he served under Democratic Governors while in office. It is all political bull and you should know it.
So, I supported Bramson and still might; depends on a number of factors. That is how things ought to work in America. Thus far there are many things that need fixing and more voices need to be heard. Read my postings and if you still feel the way you opened your post, so be it.
My managerial courage remark was in the context of O'Shaughnessy who was speaking on Leadership Courage I believe; something he seemed to forget when penciling out Bob Cox not so long ago.
No big deal, but if we don't pretty soon start to come up with a strategy to restore this City, it will look like Fort Apache II in less than four years

One thing I can say, Warren you are listening to all sides of the Bramson issue. I for one would like him to stop thinking about his political future in Westchester County, Albany or Washington and get down to business. If he will listen to you, please guide him on the correct path.If he brings this city together and takes the suggestions from people who love New Rochelle and have nothing politically to gain, his career with thrive. Easy Prey
As a long time resident of this City, it puzzles me why there is no standard police presence in the evenings on Main Street. I'm not talking drive-bys, but stationed as a deterrent for criminals like last evening. I'm sure the entire force was all over Main Street last night. I'm blown away when I see 20 police vehicles for 1 incident which only confirms to me that you have plenty of officers available to cover common ground in New Ro. This town is open bait when you have a helicopter and an entire police force unable to catch their man.

Maybe they were fighting over a parking space.As far as the cameras go Tom the money is there via a grant the city got of $150,000 safe city grant. For some reason though the city can't get it done.What a shame

Tom has a good point though on the equipment, especially down at the waterfront. All those boats and the man power to drive them must cost a fortune. There should be a simpler way to respond to emergencies on our 9 mile coast which when on the water is very very small. We don’t need to defend ourselves against some invading force so I don't see the need.
Video Camera’s ????
Pat Caroll has provided the city with 3 harbour boats, all sorts of police specialty vehicles, jet skiis, armourded vehicles, critical incident unit vehicles and on and on. Wouldn't a few well placed video camera's and a cost of 1/1000th the price do more good?
