Still another New Rochelle municipal employee who works for the New Rochelle Police Department is exempting herself from parking regulations. She regularly parks her Black Mercedes E350 Luxury Sedan in front of a hair salon on North Avenue where she works without feeding the meter and likes to brag about how she does not get parking tickets.
On the vehicle dashboard is her NRPD Crossing Guard ID, signed by Police Commissioner Patrick J. Carroll. Anyone looking to make a Fake ID Badge for a City Employee will have an easy time doing so courtesy of this Crossing Guard. Residents might consider that this is a City so concerned about terror attacks that since 9/11 the front doors to City Hall have been closed and yet security IDs are left in plain view on the busiest street in downtown.
Last month we reported on an NRPD CSO who works at Isaac E. Young Middle School who was parking illegally in front of the school and was also routinely parking the same vehicle illegally near police headquarters on Winthrop Avenue.
The month before that we reported on an NRPD Community Service Officer who was parking illegally on Church Street near the intersection with Pelham Road who did the same thing.
All of this comes in the wake of increased parking restrictions, new parking meters, higher fees and a generally more aggressive parking policy — for everyone but City employees, apparently.
As they like to say, if you see something say something (and before to send along a few photos of the dashboard where the ID or “signal” is displayed, plus front and back of the vehicle from an angle that indicates the location).

Parking Issues
These issues have been brought to the attention of The NRPD, City Manager and The Mayor, yet nothing is being done. Parking enforcement officers (meter maids) are supposed to write tickets, that is their job, there should be no discretion allowed.

These practices should stop if it is repeated problem, I agree. But fire this person? They parked illegally as far as law breaking goes I am not sure that is an offense that can lead to losing employment. Most employees contracts do not have that kind of thing written in, city employee or not.
So now people are prejudice against what type of car someone drives? If they had a 1970’s P.O.S. it would be less annoying to people that the person parked illegally? Not in my mind.
That is where some people lose this web site at times, a good fact filled piece of reporting becomes social sniping about neighborhoods, class and race.

What does a “contract” have to do with breaking the law, purposely putting their plackards in the front window of their cars spells…This is who I am or work for and they feel they will not get ticketed for “parking in illegal areas”. period!

The issue is not illegal parking.
The issue is the practice of not enforcing the parking for certain people based on who they are or who they know (or both).
There is also the issue, in this case, of the sheer stupidity of displaying a police ID in this manner. I know we have a few cops reading here — maybe one of you can address this aspect of the story. Does the NRPD have a policy regarding leaving your ID cards laying around like this? I cannot imagine it is good security protocol.

You seem to be under the impression that I was walking down the street one day and happened upon this vehicle. That’s not how it works. I have multiple sources of a course of action over a period of months and photographic documentation to support the sourced information.
This story is not based on a single event. This woman has been parking there for many months, putting her ID on the dash, not paying for the parking. This person’s conduct occurs within the context of other cases involving CSOs using NRPD placards on their dash as a signal not to ticket their vehicles.

If i park on North avenue i get a ticket for not paying the meter. It seems certain business owners and there employees get a free ride.
I guess if you give certain officers and CSO’S a free meal in this city you can get away with almost all free parking. Move down the road to Pronto Pizza they park anywhere they want as long as you have a menu sign in your window you get free parking.

The people who know her know she parks illegally while on duty in a “No Parking Here To Corner” space in front of the Hudson City bank on the corner of 4th & Washington. She puts the children at risk as vehicle operators do not have the proper line of sight when she is illegally parked there. Just another perk for a law breaking city employee!

Sure, lot’s of people park illegally – and lots of people get parking tickets as a result. I know. I have gotten my fair share.
Why should I have to feed the meters and pay fines of $15-25 when other people are allowed to park in the same spot, not pay and not get ticketed.
There is a cop in New York City on trial for fixing parking tickets. Apparently the DA in New York thinks that these are “real issues”.
This “real issue” is important because it goes directly the Police Commissioner Carroll and his “police foundation” stickers. Placing NRPD placards or NRPD ID cards or other signals on dashboards so that “connected” people get special treatment is municipal corruption. We are always going to point out examples of municipal corruption.
In the three cases we have reported on (so far) it takes at least two to tango. There has to be a city worker or other connected person and there has to be a CSO who fails to write the ticket. This happens often enough that I suspect that people above the CSO not only know about this but personally engage in this conduct themselves on behalf of their friends.

Pretty sure he’s saying we don’t want/need more enforcement. But from your comments you seem to want to live in a nanny state with big brother looking out for any parking mistep .
Unfortunatly that’s not the friendly atmosphere that’s going to help revitalize downtown or any other part of NR, that’s going to drive more customers away from our businesses! If what we have now doesn’t work, why don’t we try FREE parking?

Is there some legitimate reason to place a police department ID next to the vehicle registration on the dashboard? I don’t think so.
I am sure she is “upset” and I am sure she is now paying the meter. Are were supposed to feel sorry for people when they are upset when they are caught in the act?
