Here’s why Siete Ocho Siete (787) should be DENIED a Cabaret License;

Now that 787 has attempted to stack the deck, let’s put the whole story on the record. Mama Francesca’s has always been a great restaurant and a bright light in New Rochelle’s business community. Recently there was a major renovation and as usual ownership did a top-notch job leaving no detail out. The building permit issued was for renovations to a RESTAURANT and makes no mention of an after hours Nightclub or Cabaret. It is well known that many members of city staff dined there including staff that would be responsible for approving and issuing a Cabaret license. Below are police calls to 414 Pelham Road (787) shorty after re-opening the new RESTAURANT. That means that 787 was operating an ILLEGAL NIGHT CLUB/CABARET. The calls reflect noise, State Liquor Authority Investigation, Emergency Medical Service for sick & injured, larceny, dispute, disorderly behavior and multiple fire alarms.

Only now after illegally operating a Nightclub is 787 seeking a Cabaret license. Now 787 claims they cannot be a profitable business without the Cabaret license. Ownership has operated a restaurant for two decades and has made an upscale lifestyle for their families and kudos to them for achieving the American Dream. If they decided business was not profitable in this economy or were just looking to increase profits through the renovation and addition of late night entertainment they should have filed for a Cabaret license when renovating. 

In watching the recent citizens to be heard, 787 stacked the deck with family and patrons, many for nearby communities. Most of the patrons stated they had pressure occupations and enjoyed 787 as a way to unwind, let-loose and work off tension at the end of the week. I say let these people let loose somewhere else where they won’t destroy the residential property vales of the neighborhood and negatively impact the stellar nursing home directly across the street.

When the dust settles, this was an attempt to do an end run around the New Rochelle City Code that failed. Now that 787 got caught they hired a former Democratic New Rochelle Mayor in an attempt to pull political strings to attain their Cabaret License. If this license is granted, it will set a precedent that the New Rochelle Building Code is meaningless.

Politically this will be a very interesting vote on City Council as it appears Trangucci, Tarantino & Hyden will vote NO while Rice, Fertel & Rackman appear to be YES votes leaving Mayor Bramson the deciding vote. There are many possibilities here; the mayor could pressure one of the yes members to flip their vote or pressure Hyden to flip his vote either way making the mayor’s vote inconsequential.

When all is said and done, if 787 is granted a Cabaret license it will lend credence to the adage “It’s not what you know but who you know that counts.”

  1. A disgrace!!
    I think what the owner did is a blatant disregard for the law and he should be shut down and kicked out! LEt him open 787 near his home in RYE and see what that town has to say about it. This is was a quiet family neighborhood…the man has created havoc here for us all. Guns, noise, urinating on lawns, garbage…the list goes on and on. HE has opened the door and allowed animals to take over a neighborhood. A cabaret bar/rest. should be in the center of town where the businesses are. Take over the old marty and lennys space or better yet how about up in Wykagyl by Starbucks….wonder if Rice, Fertel & Rackmanthe would allow it to pass then???? ….it doesn’t belong here and I hope we start some sort of protest if it is allowed to pass. BRING BACK OUR QUIET NEIGHBORHOOD!

  2. Playing the Race Card reveals desperation of 787
    Playing the race card proves how desperate the owners of 787 are. I can’t believe that Former Mayor Rippa, 787’s lawyer, instructed them to do so. Rippa was overheard complaining this may be his first “loss”, referring to his “perfect batting average” representing clients in New Rochelle. Isn’t it odd that any lawyer should be batting 1,000%? Kinda lends credence to adage Timer quotes!

    Bramson, Fertel & Rackman should have the same kind of resturant in their neighborhoods. These guys had have their minds made up, so there is no use to ask them to change their mind.

  4. What is not being said
    What I do not hear is an explanation as to why the owner of 787 would spend a million dollars renovating his restaurant all predicated on having a cabaret license but not first secure the cabaret license.

    Where did the money come from? Any banker would have required to see the license first before underwriting such a venture. Or did the family have a million dollars cash available to them?

    Could this have anything to do with the fact that New Rochelle Police Commissioner was the person responsible for granting cabaret licenses and that he was near daily patron of Mamma Francesca’s (along with Domenic Procopio and, when he was Mayor, Tim Idoni).

    Is it possible that the owner was counting on Carroll to get him the license and never thought it could not happen?

    And what exactly changed and why?

    The City Council voted to change the process to require that the City Council grant cabaret licenses and that they be renewable every 2 years.

    And who pushed that?

    That was push by Al Tarantino with support from Ivar Hyden.

    Not only did Al and Ivar’s constituents complain but Al owns one of the stores in that strip mall and the other merchants found that 787 patrons were taking over all the parking places in that lot so that the merchant’s customers could not get a spot near their stores.

    Is there anything else I missed?

    For my part, while I want to see more businesses in New Rochelle I cannot countenance the owner proceeding with 1 million in renovations without first getting the cabaret license. That strikes me as about the dumbest thing a person could do — sink a million bucks into a place without have the necessary rights and privileges to operate the business they intended to run.

    I do not think the solution is the retroactively grant the license.

    BTW, one speaker at CBTH said there should be a cabaret zone downtown. Due to SLA laws and the proliferation of storefront churches downtown, there is almost nowhere in downtown to get a new, virgin liquor licenses so the downtown area is out for such consideration.

  5. NR needs to be fair
    I don’t know how the city can grant them a cabaret license after denying it to other local restaurants/eateries (for the same reasons). New Rochelle has to be fair!

    1. You know why the owner was allowed??
      He has friends at city hall, that is why!! Ask around and see who goes to this restaurant!!

      Why does he not move his business to the center of the city where he would not bother anyone. We all would like to see more business in New Rochelle, but in the right areas!! I will like to ask the owner and his daugthers, if we can put this kind of business in their back yard in RYE??

      And it already seems to me the city council has their minds made up.

    This is owned by 2 Italians Lucas Lucido and Nick D’Constanza (who owned the old Mama Francesca.) If they are playing the race card – it is only for themselves. Mexicans have been cooking their “Puerto Rican” food until recently.
    They just want to do what Don Coqui does and they cannot. Their restaurant is in a residential area – if their license is approved it will bring down the quality of the neighborhood.
    Willow Towers – upscale assisted living for seniors,
    United Hebrew – old seniors and the quality of life for everyone else who owns property in the neighborhood.
    Don Coqui in near the highway and does not impede on anyone’s quality of life – it is near the highway – different venue.
    Please deny cabaret license
