NEW ROCHELLE, NY — The New Rochelle Fire Department responded to a 6:50 a.m. call from 36 Franklin Avenue for an unresponsive 40-year old female. The woman was determined to have died. New Rochelle police and the Westchester County Medical Examiner were called to the scene. The call came from a third floor unit within the building.
