New Rochelle City Council Approves Zoning Changes for College Related Uses

NEW ROCHELLE, NY — A collaborative planning process initiated nearly two years ago between the City of New Rochelle, Iona College and the surrounding neighborhoods has resulted in a zoning change for North Avenue which will enhance the vitality of this vibrant corridor while allowing for additional student dormitory housing.

It was in August 2011 that the City and Iona College joined with local residents in announcing a joint planning effort (the “Community-College Planning Committee”) aimed at taking a fresh look at the college’s development and housing objectives balanced against the quality of life of the larger community. Iona also at the time withdrew its application for a new 10 story residence hall on Mayflower Avenue until the conclusion of the planning process.

The Community-College Planning Committee appointed by City Manager Charles B. Strome worked to overcome past obstacles, to consider new perspectives that would demonstrate a transparent partnership, and to advance a shared vision for a stronger, more vital campus and City. As a result, the zoning changes approved by the City Council at their June 18 meeting promote sensible development, a pedestrian-friendly environment, and pave the way for the creation of a new residence hall for Iona College. College-related uses would be allowed by special permit, in accordance with recommendations of the final report of the Committee and input from the City Council and neighborhood business owners at an April 9 public hearing.

“The approved zoning balances the needs of the City, Iona College, and the North Avenue business and neighborhood districts,” said Mayor Noam Bramson. “I am grateful for the collaborative efforts of the Community-College Planning Committee, whose shared vision was key to this success.”

Iona College issued the following statement: “Iona College appreciates the actions taken by the New Rochelle City Council on June 18, which will encourage development of the North Avenue corridor, including a new residence hall in the North Avenue zone. We believe this is important not only for Iona’s meeting increasing demand for College-controlled housing, but also a positive step forward in the revitalization of North Avenue. This resulted from the engagement of City Council and the City of New Rochelle with Iona and the Community-College Planning Committee, along with our neighbors and many others, working through the issues involved.
