Talk of the Sound has identified the two people caught on video tearing down Rob Astorino for Westchester County Executive lawns signs and replacing them with Noam Bramson for Westchester County Executive signs – both are the son of prominent leaders in the Westchester County Democratic Party.
The Astorino Campaign has threatened to prosecute the two individuals in the video to the full extent of the law, if they were identified.
Jahi Lafayette, wearing a plaid shirt in the video, is the son of Westchester County Democratic Party Chairman Reginald Lafayette.
Reginald A. LaFayette is the Democratic Commissioner of the Westchester County Board of Elections, responsible for overseeing election integrity in the County.
Ezekial Halevi, wearing a striped sweater in the video, is the son of Serapher Conn Halevi, the Chief Marshall of the Marshall’s Department of the City of Mount Vernon.
From 2004 to 2008, Serapher Conn Halevi served as the Chairperson for the Mount Vernon Democratic Party, succeeding Reginald Lafayette who went on to be come Chairperson of the Westchester County Democratic Party and Co-Chair of the Westchester County Board of Elections.

The Son of Westchester County Democratic Boss Reportedly Fired From Cushy Job
A source in the White Plains Family Court states that the son of Westchester County Democratic Party Boss, Reginald LaFayette, was fired last week from his patronage job at the Westchester County Family Court. The source indicates that everyone is tight-lipped around the courthouse for fear of retaliation. However, the source said that it is alleged that Jahi LaFayette was fired because he lied on his job application.
Jahi Lafayette works for the Mount Vernon Department of Parks and Recreation.
Attempts to reach Jahi Lafayette through Mount Vernon City Hall were unsuccessful; Reginald Lafayette did not return a phone call seeking comment.
Attempts to reach Ezekial Halavi were unsuccessful.
Jahi Lafayette has been active in Democrat politics for years. He has been a member of the Westchester County Young Democrats and is currently on the Executive Board of the New York State Young Democrats where he serves as National Committeeman.
He was part of the Host Committee of Young Professionals for George Latimer along with New Rochelle Council Member Jared Rice, who is reported to be in line to be New Rochelle’s next Mayor.
According to a series of 2008 articles in the Journal News, Serapher Conn Halevi and her family have been the subject of federal investigations by the U.S. Department of Justice, the Federal Bureau of Investigation and the Department of Housing and Urban Development.
The Journal News has written a series of articles about Conn-Halevi and her family this year. A political fund she ran, the Chairwoman’s Trust, paid her and her daughter, Naomi, $20,000 in 2007. Conn-Halevi got a permit from the city building commissioner – who also is the Democratic Party treasurer – to renovate her fire-damaged home on California Road without the necessary architectural board approval.Her daughter was getting federal rent subsidies even though county records listed her as the owner of theCalifornia Road home. And Nahshon Halevi’s company, Front Page Realty, was paid $162,000 in brokers fees by the county Department of Social Services over a four-year period.That included a payment to find Woodbine and their children a federally subsidized apartment; $15,000 in fees while Nahshon Halevi worked for the DSS; and $12,000 in fees while he worked for the countyPlanning Department, an apparent violation of that office’s policy.

Mount Vernon voters still have the sour taste in their mouth from the 2007 Mayoral primary that bitterly divided the City of Mount Vernon. The ticket was Mayor Davis –vs. – Clinton Young and Lyndon Williams –vs. – Serapher Conn Halevi. The campaign at times got violent, with reports of physical brawls and guns being flashed by both camps.
After Mayor Young won the primary, there was an organized and calculated attempt to overthrow Serapher Conn Halevi from the position as Chairwoman of the Mount Vernon Democratic City Committee. The chairperson of the committee that was responsible for the ouster of Ms. Halevi was Ronald Detres, husband of City of Mount Vernon Corporation Counsel Loretta Hottinger. Ronald Detres would show others the ropes and how to get information to the media. A series of articles ran in The Journal News about the corrupt activities of Serapher Conn Halevi and members of her family. The articles led to federal investigators picking up the case and sending out subpoenas for information relating to the corruption. Former Special Assistant to the Mayor John Boykin also implicated Conn Halevi in the torching of community activist Samuel L. Rivers’ Ranger Rover.
