City School District of New RochelleNEW ROCHELLE, NY — The City School District of New Rochelle is close to selecting a new Business Manager and has now begin interviews for a new Assistant Superintendent for Curriculum, sources familiar with the process tell talk of the Sound.

The contract for Assistant Superintendent for Business & Administration John Quinn expired on June 30, 2014 and was not renewed as a result of reporting by Talk of the Sound that exposed system waste, fraud and abuse on his watch as the District’s Business Manager. The District also replaced the entire Buildings & Grounds management team of consultants provided by Aramark, hired a private investigation firm to look into allegations of wide-spread corruption under Quinn including the senior Aramark consultant, John Gallagher, who held the District title of Director of Buildings & Grounds. The District also hired an outside contractor to review six projects which were the subject of investigative reports by Talk of the Sound. The contractor review verified the findings of the Talk of the Sound that the projects involved various elements of fraud.

The interview process to replace Assistant Superintendent Dr. Jeffrey Korostoff has recently gotten underway — there were several hours of interviews this afternoon.

Talk of the Sound has, so far, heard the name of three candidates for the position:

  • Dr. Christine Coleman (currently IT Director)
  • Joe Williams (currently Assistant to the Superintendent for HR)
  • Anthony DiCarlo (principal at Trinity Elementary School)
  • Susan Yom (Director of Research, Assessment & Accountability)
  • 5th candidate put forward by Dr. Briane Osborne

UPDATE 11/18: Word is that Coleman, DiCarlo and Yom did not advance to the next round. Williams did advance to the next round. The Osborne candidate, name unknown, was not recommended by the committee but advanced by Osborne regardless.
