Yemeni Store Owner Busted for Pot, Evicted, Leaves Behind Incriminating Documents

NEW ROCHELLE, NY — Following a raid by New Rochelle police at 384 North Avenue in December, Abbas Alsaidi was served with a notice of eviction by the City Marshall several times. Due to his failure to reply (he was reportedly in Yemen for over a month) AlSaidi was evicted and his belongings removed from the store and an illegal apartment in the basement in January.

Among items tossed into the street by the landlord was a wide assortment of equipment and chemicals used in the operation of a grow house and one large trash bag full of paper documents and computer media. After arranging for a coordinated pick up of the drug-related materials, Talk of the Sound hauled off the bag of trash. Much of it was written in English but some of it was written in Arabic. We arranged for translation of the Arabic and sorted the documents into folders. The documents were then scanned into PDF documents. There were also some DVD disks which, after installing them on a computer, appeared to be bootleg DVDs of recent movies.

We have previously reported on some of the information. Alsaidi was in trouble with the New York State Lottery Commission. He owes them over $10,000. The New York State Attorney General is after him for that. He has had numerous building violations at both his stores at 149 North Avenue and 384 North Avenue and, as a result, there was a Stop Work order at 384 North Avenue and an Unsafe Building notice at 149 North Avenue. Both building owners began eviction proceeding against AlSaidi, the process was completed at 384 North Avenue and is expected to be completed by the end of February at 149 North Avenue, according to the building owner.

There are some interesting stories in the files for the Westchester County Department of Health, the Daily Tally Sheets, and the Notes & Scraps. We are going to hold off on reporting on them for now; they deserve their own articles.

There are two “dogs not barking” in these records. There is no paperwork regarding a Certificate of Registration to sell cigarettes or tobacco from the New York State Department of State Department of Taxation and Finance and nothing regarding approval to process SNAP Benefit transactions (i.e., food stamps).

For the rest of the folders and files, some of the content is routine and mundane, some noteworty and some possessing some potential to get interesting if more information is developed. For anyone who comes across something significant in the files that we missed, please contact us.

Criminal Case Files

There are a number of documents related to arrests and convictions. On March 26, 2009, Abbas AlSaidi was arrested in New York City on a charge of Disorderly Conduct. On March 6, 2004, Abbas AlSaidi was arrested in New York City on a charge of Unlawful Possession of Marihuana and Criminal Possession of Marihuana in the Fifth Degree.  On November 20, 2009, Abbas AlSaidi was arrested in New York City on a charge of Disorderly Conduct. He was convicted and sentenced to time served. On what appears to be March 23, 2005, Abbas AlSaidi was arrested in New York City but case was dismissed.

There is paperwork related to his failure to appear regarding his arrest on tax/cigarette charges and paperwork related to the First Degree Rape charge involving his girlfriend which we reported previously (he took cash from the rapist in exchange for convincing his then-girlfriend to drop the charges; AlSaidi then moved to Miami Beach, FL with her, beat her and was arrested which led to him becoming a paid FBI Counter Terrorism informant).

Green Card/DHS Files

Perhaps the most amazing thing about these records is that despite his track records including arrests for drug dealing spanning more than a decade, that Abbas AlSaidi could seriously be considered for a Permanent Resident Card.

Insurance Files

There appears to be what might amount to some sort of insurance fraud involving a claim made to Global Liberty Insurance Company of New York. A Wage Verification Report for Santos Jeremias Guzman Flores indicates that he is an employee of the BLD Diner (the old Larchmont Diner). The address listed for BLD Diner is 384 North Avenue, AlSaidi’s store, not the actual address on Route 1 on the Larchmont/New Rochelle board.  That would appear to be a material false statement and might be an attempt to mislead the insurance company. Talk of the Sound has left a voice mail for a representative of Global Liberty Insurance to make them aware of the discrepencies in the claims documents. The motor vehicle colission occurred on October 20, 2014.

It would seem a safe bet that some of the other insurance policies described in the files would be void considering all of building code violations especially the electrical wiring in AlSaidi’s stores.

Invoices

There is an invoice for items used by drug users such as Dutch Masters Palma Cigars (12 boxes, 55 count) and Bluntville Gold (3 boxes, 25 count). As noted above, Abbas AlSaidi has never obtained a Tax Department Certificate of Registration to sell cigarettes or tobacco. There is no company name or return address on the invoice.

There is another invoice that has some similarities to the first invoice but the second invoice has a company name and return address. The invoice is from Shipment Distributor Corporation in Brooklyn, NY. Both invoices are marked “Bronx Rep.” A woman answering the phone at Shipment Distributor Corporation was asked why the company would sell tobacco products to a store withput a Tax Department Certificate of Registration to sell cigarettes or tobacco. She declined to answer and asked that we call back tomorrow. Shipment Distributor Corporation sold Dutch Masters Palma Cigars (24 boxes, 55 count), Black & Mild Cigars (4 boxes, 5 count) and E-Z Wider Rolling Paper (1 box, 50 count).

It would be interesting to know what other stores are customers of Shipment Distributor Corporation despite lacking a New York State Tax Certificate to sell tobacco products and cigarettes.

Leases & Contracts

There is a Bill of Sale for $25,000 where Abbas AlSaidi sold a one-third interest in the New Rock Mini Mart & Deli, Inc. to Khader A. Dadsi on February 19, 2013 with a $10,000 downpayment. We had previously refered to Dadsi as a clerk at the store but records show he was a partner in the business.

Mamaroneck Traffic Collision

On June 10, 2014, AlSaidi was driving his 2011 Hyundai on Route 1 in Mamaroneck when he was struck from behind by a vehicle driven by a man from Connecticut.

MoneyGrams to Yemen

There are Moneygram receitps for 5 transactions totalling $2,800 sent by AlSaidi to recipients in Yemen.

Money Lending IOU

There is one IOU for $3,000. The other record is a pre-payment for rent on the store at 384 North Avenue.

NYS Liquor Authority Files

On September 28, 2013, the New York State Liquor Authority disapproved AlSaidi’s application for a an SLA license.

Parking Tickets

Nothing shocking here. While living in New York City, AlSaidi got several parking tickets.

New York and Federal Tax Files

AlSaidi got behind on paying his taxes, the highest amount was a little over $7,000.

USDA-SNAP Benefits Files

Just one page here, apparenly referring to him as the benfeciary. More on this later.

Workers Compensation Files

AlSaidi got behind on paying his workman’s compenation bills to New York State.

    I am absolutely convinced that had the CIA, FBI and any US Counter Intellegence Operation been as thourough as Box Cox prior to 911 the entire mess could have been avoided.My advise to anyone on earth or New Rochelle or in the Caves of Tora Bora doing wrong, Don’t piss off Cox… He will search your trash. Geez
