The investigation will define the nature and extent of contamination in soil, surface water, groundwater and any other parts of the environment that may be affected.
Next Steps
NYSDEC will consider public comments, revise the plan as necessary, and approve the work plan. NYSDOH must concur with the plan. The approved work plan will be made available to the public (see “Where to Find Information” below). After the work plan is approved, the activities detailed in the work plan will be implemented. When the investigation is completed, a report will be prepared and submitted to the NYSDEC that summarizes the results. NYSDEC will review the report, make any necessary revisions and, if appropriate, approve the report.
After the investigation, a cleanup plan, called a “Remedial Work Plan” will be developed and a Decision Document will be proposed. The cleanup plan will include an evaluation of the proposed site remedy, or recommend a no action or no further action alternative. The goal of the cleanup plan is to ensure the protection of public health and the environment. NYSDEC will present the proposed cleanup plan to the public for its review and comment during a 45-day comment period. NYSDEC will keep the public informed throughout the investigation and cleanup of the site.
Background
Location: The site is located at 224 Main Street in New Rochelle, New York and is identified as Section 1, Block 84, Lot 5 on the Westchester County Tax Map. The 6.47-acre site is located in a mixed-use area with commercial, industrial, and residential uses on the northwest shores of Echo Bay.
Site Features: The site is mostly asphalt-paved and occupied by the City of New Rochelle’s Department of Public Works (DPW). The DPW’s facilities include several interconnected 1-story brick and concrete structures which are used as the office/administrative base for its routine operations; as a transfer station for recyclables collected from city residents; for road salt storage, for storing and repairing municipal vehicles and trucks, and for washing street-sweeping vehicles. Additionally, a fuel dispensing station is located to the east of the vehicle maintenance building.
Current Zoning and Land Use: The site is currently occupied by the City of New Rochelle’s DPW. The DPW uses the property for its routine operations, as a transfer station for recyclables collected from city residents, for road salt storage and for washing street-sweeping vehicles. The site is located in a PWD-5 planned waterfront development district with 3- and 5-story restriction for residential redevelopment.
Past Use of the Site:
Past uses of the site include a boat yard (circa 1911) and vehicle maintenance and repair by the City of New Rochelle’s Department of Public Works (DPW). Typical operations by the DPW included the use of petroleum, paints, and solvents. From 1926 to 1955 a sewage treatment and disposal plant were operated by the DPW at the site.
Site Geology and Hydrogeology:
The site consists of surficial layer of historic fill from one to 15 feet below ground surface (bgs). The historic fill is composed of varying amounts of sand, gravel, brick fragments, and other anthropogenic materials. The fill is underlain by alluvial and till deposits which are primarily composed of sand with varying amounts of silt, gravel, cobbles, and boulders. The alluvial and till deposits range from one to two feet thick at the northern part of the site to 23 feet thick at the southern part of the site and are underlain by bedrock. Depth to bedrock varies significantly across the site, from about one feet bgs in the northwestern part of the site to about 40 feet in the eastern part of the Site. The upper one to 12 feet of bedrock was weathered and decomposed. Depth to groundwater at the site ranges from about five to 15 feet bgs and flows southeast in the direction of Echo Bay.
