WHITE PLAINS, NY — On October 10, 2016, in an effort to raisepublic awareness about the crucial role and importance of electronic records in our world, the Office of the Westchester County Clerk observed the annual Electronic Records Day.“Since we first implemented electronic recording in the Westchester County Clerk’s office in 2012, we have noticed a significant increase in the efficiency and reliance on electronic records by our customers,” remarked Clerk Idoni. “Electronic recording makes filing easier and saves costs for customers and our office.”
Clerk Idoni was one of the leading proponents in support of implementing electronic recording in New York State. At one time land records could not be electronically submitted due to a specific prohibition in the New York State Technology Law. Clerk Idoni helped lead the successful efforts to change the legislation in 2011. On September 24, 2012, the Westchester County Clerk’s office became the first recording office in New York State to record a document submitted electronically.
In addition to advancements in electronic recording, technology improvements in electronic filings have brought major efficiencies to the Office of the Westchester County Clerk. The Clerk’s Legal Division, which handles hundreds of filings a day, is now receiving over eighty-four percent of its new civil cases electronically, saving time and money for taxpayers.
County Clerk Timothy C. Idoni was honored in June of this year by his colleagues of the New York State Association of County Clerks (NYSACC) with a 2016 Annual Achievement Award in recognition of his contributions to NYSACC over the past year, including his efforts to support the expansion of electronic filing of court records throughout the state. In 2013, the Clerk’s office successful implementation of electronic recording of land records was selected as winner of a 2013 Achievement Award from the National Association of Counties (NACo) and also that year Clerk Idoni accepted a Best of New York award for the Best In-House Developed Application for the electronic recording portal.
Electronic Records Day aka “E-Recording Day” was created by the Council of State Archivists (CoSA) as part of its State Electronic Records Initiative. For Electronic Records Day 2016, CoSAwill place special focus on the challenges and opportunities electronic records presents. With the increasing reliance on information technology, the challenge to manage, preserve, and provide access to digital records and information continues to grow. The Clerk’s office is committed to ensuring the infrastructure is in place to ensure future access to electronic records.
