NEW ROCHELLE, NY — Documents seen by Talk of the Sound appear to confirm claims by Stephanie Lombardo that after David Lacher filed a police statement on April 12 seeking her arrest on criminal harassment charges he continued to seek to have sex with her — and her mom — in a three-way sexual encounter.
David Lacher and two other people have accused Lombardo of harassment for a series of phone calls, voicemails, and emails transmitted on May 11 to May 13. Lombardo turned herself into police on May 20 and was arraigned before Judge Jared Rice on three separate counts of Aggravated Harassment — Second Degree, then released.
While the actions of Lombardo and her mother may have appeared to come out of the blue to the other two complaining witnesses, according to Lombardo, it was no surprise to Lacher.
Lacher had been flirting with her on Facebook for six years, she says. The relationship between the two turned physical two years ago after Lacher provided legal services and Lombardo could not pay, she says.
In the months before criminal charges were filed against Lombardo — January, February and March 2021 — Lacher was complaining, in a series of text messages seen by Talk of the Sound, that Lombardo was seeking to have Lacher impregnate her, so he would have to support her and his children with her.
I think you were preparing to trick me into getting you pregnant, so that then you would have your talons into me for life.
He later complained she tricked him into a sexual relationship.
…you are right that we went about this totally wrong, in reverse from what it should have been…because you had a sex agenda that I got lured into, even though I was not looking for it and had no interest at the outset.
For months, Lacher blew hot and cold, furious with Lombardo, claiming he wanted to end the relationship, but then seeking to restart the relationship.
So, what happens from here? I don’t know. Maybe we can restart next week, or maybe we can’t.
Soon after he is again on the attack.

Lacher became upset when Lombardo, on a number of occasions, questioned why he was not with her and accusing him of cheating on his wife with a long list of woman other than her.

On April 10, Lacher and Lombardo got into a verbal altercation at a store in Eastchester where a Lacher family member works so that Lacher’s extramarital affair was no longer secret. After saying, he was going to cut off all communications with her on April 10 he was back at it on April 11, after Lombardo proposed they get together.

Lombardo says she understood Lacher to be a person who would say mean things to her one day then attempt to reconcile another, so he could have sex with her.
In the days after the April 10 verbal altercation in Eastchester, Lacher mostly stopped responding to Lombardo. Instead, Lacher engaged Lombardo’s mother via email regarding a plexiglas partition Lombardo had obtained as a gift for Lacher from her mother for Lacher’s office at 270 North Avenue. Lacher took the partition to the New Rochelle Police Station on April 12.
Lacher filed a statement with the New Rochelle Police Department seeking criminal charges against Stephanie Lombardo. In his police statement, Lacher said he wished to pursue criminal charges against Stephanie Lombardo for harassing him and his family. Lacher stated he knew Lombardo, and that she was calling his cell phone, his home phone and his work phone on April 10, April 11, and April 12. Lacher stated the numerous calls and voicemails caused him and his family fear and annoyance.
Lombardo says Lacher took her call on April 12. She says Lacher told her the plexiglass partition was at the police station where she could retrieve it. He also stated he filed a harassment complaint against her with the police and attempted to put her on the line with a police detective. She hung up.
After several days went by without hearing from the police, she began to doubt whether Lacher had filed a harassment complaint and said she was confused by Lacher’s behavior.
Lombardo became more confused when she learned that Lacher had continued to communicate with her mother via email about her, Lombardo, and pursuing a sexual interest in Lombardo’s mother., or both the mother and daughter.
On or about April 28 Lacher emailed “Sally”, Lombardo’s mother, in which Lacher confirms he had been in contact with Sally about Stephanie in the days after swearing out a police statement for harassment on April 12.
In the email exchange, Sally is interested in setting up a meeting between Lacher and her daughter to resolve any differences and formally end the relationship. Lacher is interested in sex with Sally and her daughter, Stephanie, but eventually agreed to meet the daughter.
According to Lombardo, Lacher’s birthday is May 2 and her birthday is May 3. Sally proposed the occasion of their two birthdays for Lacher and Lombardo to meet, resolve all differences and terminate the relationship.
In the same April 28 email, Lacher proposes a three-way sexual encounter with the mother, daughter and himself.
“I think I just need to show up one day, either just before you got there or just after. And then we would have no alternative but to meet,” writes Lacher. “At that point as I used to joke with her, it would be your choice to watch, to coach, or to join in” (emphasis added).
“Because it would be our first time together and for sure we would not know what the hell we were doing,” added Lacher.
Lombardo says Lacher called her on May 2, and they spoke for 90 minutes and agreed to meet in person the following day. A meeting did take place on May 3, she says. Over the course of a three-hour meeting at a park in Larchmont, Lacher told her that they could restart their relationship once things calmed down with his wife and that he would again accept communications from her.
This meeting left Lombardo upset and further confused as to Lacher’s intentions as to whether they would resume their sexual relationship.
Lombardo says she and Lacher exchanged messages the next day, May 4.
Lombardo says Lacher contacted her mother, Sally, in the days leading up to Mother’s Day on May 9, and proposed meeting with Sally, adding he planned to reach out to Lombardo.
Between May 9 and May 11, the relationship between Lacher, Lombardo and her mother went off the rails completely.
During the period of May 11 to May 13, Lombardo and her mother are alleged by Lacher (and two other people) to have made numerous phone calls, left numerous voicemails and sent numerous emails to many people regarding David Lacher.
Lombardo says she emailed Lacher on May 13 and Lacher responded angrily that day.
Lacher as well as a family member and a current school board member filed statements with the New Rochelle Police Department which resulted in the Westchester County District Attorney’s Office filing three separate counts of Aggravated Harassment — Second Degree, all Class A Misdemeanors, against Lombardo, on May 20.
Lombardo pleaded not guilty and was released on her own recognizance. She is due back in court on May 27.

EDITOR’S NOTE: In the course of the April 11 text message exchange, Lacher became angry when Lombardo brought up reporting by Talk of the Sound that Lacher had misappropriated $13,500 in school district funds to pay his medical insurance premiums.

Lombardo says Lacher brought up the 2014 Talk of the Sound articles during their meeting on May 3 in Larchmont. She said, “he used that time to tell me that he either paid his mortgage or paid his health insurance (the school board one) and he felt it was important to pay his home over this health care because he was “having financial problems.”
What Lombardo has said regarding Lacher’s excuses for misappropriation of school district funds between 2012 and 2014 is entirely consistent with Lacher’s past behavior.
Many people have told us that Lacher has often claimed our reporting was untrue, that he misappropriated $13,500 of taxpayer money.
We stand by our reporting.
It was then and is now our view that David Lacher should have been referred for criminal charges, removed from the board, referred to the bar association for misconduct and lost his law license. That did not happen, so he remained on the Board until 2017 and is today a documented crook who is Vice President of the New Rochelle Bar Association.
It is worth noting that on April 13, 2014, we took the unprecedented step of sending then-Board President David Lacher the entire article we planned to publish on his misappropriation of school district funds. Further outreach was made to Board Vice President Lianne Merchant and Deidre Polow. Lacher did not request any changes nor deny any part of the article which is largely based on school district business records obtained under a Freedom of Information request (which Lacher had sought to obstruct).
