Raymond’s official start date is July 1, although he is expected to be active in the district before his official start as the Board seeks to fill several open positions including Assistant Superintendent for Human Resources and Principal of New Rochelle High School.

“The Board feels Mr. Raymond’s rare blend of credentials, and his deep commitment to whole child and whole community education, are exactly what New Rochelle students and families need as we emerge from the COVID-19 pandemic,” said Board of Education President Rachel Relkin.

Raymond will succeed Dr. Alex Marrero who is a finalist to be Superintendent of the Denver Public Schools where a decision is expected as early as today. A press conference to announce the new DPS Superintendent is scheduled for 10:00 a.m. Mountain Time (12:00 p.m. EDT).

The Board expresses its gratitude to Dr. Alex Marrero, who stepped up to lead the District during one of its most difficult years as Interim Superintendent. Relkin said, “Our appreciation for Dr. Marrero’s leadership during this uncharted journey is immeasurable.”

Raymond has previously served as Superintendent of the Sacramento City Unified School District and, before that, as Chief Accountability Officer of the Charlotte-Mecklenburg School system in North Carolina.

Most recently he served as the Executive Director of the Massachusetts COVID-19 Relief Fund. He was President of the Stuart Foundation, the largest funder of K-12 education in California.

Raymond is an education outsider. He is a former labor law attorney and nonprofit leader.

Although he does not have an administrative certificate in New York State, based on his leadership experience including his work in California, he is eligible to obtain an administrative certificate for non-traditional Superintendent candidates.

Raymond was a Fellow at the Broad Superintendents Academy, and he completed the Executive Management Program at Harvard Business School.

He holds a law degree from the George Mason Law School in Arlington, VA, and holds a master’s of arts degree from the Fletcher School of Law and Diplomacy at Tufts University, where he also earned his bachelor’s degree.

Raymond will be house hunting in the area as he plans to relocate to New Rochelle.

Before tonight’s Board meeting, Raymond will meet with reporters then tour New Rochelle High School.
