NEW ROCHELLE, NY — The New Rochelle Police Department today released the Firearm Discharge Report from the officer-involved shooting death of Kamal Flowers by PO Alec McKenna on June 5, 2020.
The record is one of several long withheld records sought by Talk of the Sound. Still outstanding from the list of records related to the case we seek are the following:
• CCTV video from North Avenue in the area of Park Place and Lockwood Avenue.
• Police Radio Transmissions for the minutes before the Traffic Stop on Pierce Street.
• NRPD Incident Report plus Supplemental Narrative and all related documents.
• NRPD Use of Force Report.
We have made repeated Freedom of Information requests for these records over the past 13 months.
The Firearm Discharge Report provides new details from the shooting, including the identity of McKenna’s partner that night and information on the NRPD response to the incident.
Nikolas J. Karales was the driver of the vehicle involved in the traffic stop of Isa Muhammad on June 5, 2020. Karales graduated from the Westchester County Police Academy on December 15, 2017. Karales has one Command Discipline on his record, a minor violation for an Incomplete Memo Book in August 2019. After the shooting by McKenna, Karales was placed on administrative leave for several weeks, but has long since been returned to active duty.
Incident # 20-001856 took place on June 5, 2020, at 10:54 p.m. at Sharot Street in New Rochelle, NY.
The report states the first supervisor on scene was Sergeant Sean Kane. Other individuals who responded to the scene were Police Commissioner Joe Schaller, Deputy Commissioner Robert Gazzola, Captain Collin Coyne, Lieutenant Hearle, Lieutenant Reynolds, Sergeant Torr.
The incident is described as follows:
At 22:54hrs PO McKenna and PO Karales conducted a vehicle stop on Pierce St. The passenger of the vehicle, Kamal Flowers, ran from the scene and PO McKenna gave chase. The foot pursuit ended on Sharot St where Mr. Flowers produced a firearm and attempted to shoot PO McKenna. PO McKenna drew his duty weapon and returned fire striking Mr. Flowers.
