NEW ROCHELLE, NY — In what has to be a record, Lou Trangucci, Jr., managed to violate New Rochelle Police Department policy as he was handed his graduation certificate from the policy academy.
Trangucci, Jr. appears to be the only New Rochelle Police Officer in the history of the Department to receive a Command Discipline for actions before and during becoming a cop. Perhaps the worst start to a career in more than 100 years.
Lou Trangucci, Jr. is the son of former New Rochelle Council Member Lou Trangucci.
In 2013, the younger Trangucci was selected for the police academy about six months early as a political favor to Council Member Trangucci when then-Police Commissioner Patrick Carroll improperly elevated Council Member Trangucci’s son on the civil service list over a more qualified black candidate, Police Officer Robert Johnson.
According to Internal Affairs records seen by Talk of the Sound, in 2013, former NRPD Detective Vincent Mirabile “prodded” the younger Trangucci to lie on a form submitted to the Westchester County Police Department claiming Mirabile as his father-in-law so that Mirabile could participate in a police academy graduation ceremony.
Mirabile is well known as “Scumbag Vinnie” for, among other things, his role in apparent charity fraud involving St. Jude’s Children’s Hospital.
According to the Internal Affairs investigation report, on December 20, 2013, Police Officer Trangucci graduated from the Zone 3 Police Academy. During the graduation ceremony, held at the Performing Arts Center at SUNY-Purchase, Scumbag Vinnie appeared on stage and was introduced as P.O. Trangucci’s father-in-law. Mirabile then presented P.O. Trangucci with his diploma/certificate.
On December 23, then-Captain and current Police Commissioner Robert Gazzola interviewed P.O. Trangucci regarding his relationship with Mirabile and how Mirabile became involved in the graduation ceremony.
P.O. Trangucci admitted that Mirabile was not his father-in-law, but rather the father of his girlfriend. Trangucci said that at Mirabile’s prodding, he submitted a police academy form purporting that Mirabile was his father-in-law to a Sergeant in the Westchester County Police Department. Trangucci said he did so knowing the information was false, in order to permit Mirabile to present him his diploma.
In an investigation report dated January 8, 2014, Gazzola found that P.O. Trangucci’s actions were detrimental to the good order and discipline of the department and a violation of Rule 2.8 of the Department’s Rules and Regulations.
Gazzola recommend the loss of one leave day, making P.O. Trangucci the first and only officer in NRPD to accept a Command Discipline within his first month as a police officer.
EDITOR’S NOTE: Talk of the Sound has been requesting disciplinary records of current and former members of the New Rochelle Police Department since June 12, 2020, the day Governor Andrew Cuomo repealed the law that deemed police disciplinary records to be confidential and not subject to Freedom of Information requests. By September 2020, over 800 individual requests had been filed. The New Rochelle Police Department has stonewalled and otherwise delayed production of these records for over a year. Only recently has the production of records, still incomplete, passed the halfway mark. The Trangucci file was received this week.

I agree. Had many encounters with him & other fellow officers. I seen him beat my friend @ the time we were 16 years old. For no apparent reason. Not resisting, simple hanging out @ a park after dark . Mr. Marible & his crew @ the time were nothing more than a bunch of chumps with badges. Preying on young kids, ruining the lives of a youth. That were only doing what any teenager does. So yes the scumbag term is not only recent but even from way back in his early days. Anyone from sector 2 can confirm that he & his henchmen were nothing but crooked cops. Moving up in the ranks by unmercifully applying force, trumping up false charges on the youth of sector 2. In this case, Vinny unilaterally associated a charity operating in the field of pediatric cancer with the sale of tobacco products. For obvious reasons, St. Judes prohibits associating their organization with tobacco products.
Had Vinny held a BBQ, collected money, wrote a personal check to St. Judes that would be fine. He did not do that. Instead he lied, claiming the Cousins Cigars BBQ was a St. Jude’s fundraiser when it was not.

You or he or any other of you nitwits should produce a letter from St. Jude’s stating that Cousins Cigar and Hookah Lounge was authorized to raise funds on behalf of St. Judes. No such letter exists because St. Judes would never approve a business that manufacturers or sells tobacco products.

I am saying I called St. Judes and asked them if they would authorize Cousins Cigar and Hookah Lounge to raise money for St. Judes. Not surprisingly, the answer was an emphatic “never”.
Why anyone would think otherwise — that a charity supporting children with cancer would associate their organization with tobacco products is pitiful.
Are you under the impression that anyone can simply declare they are a St. Jude’s fundraiser using their name, logo, branding, etc. without permission. That is not only not the case but it is illegal. It is charity fraud.
Anyone can hold an event and donate the proceeds to charity but they cannot hold an event claiming they are raising money for that charity. St. Judes would accept a donation from Vincent Mirabile. They would not authorize Vinny’s business to raise money for them because his business is selling tobacco products.
I will explain it again if you still do not get it: Vinny put the St. Judes logo on his web site, on flyers, on signs at his store, he and others at the event wore St. Jude’s t-shirt and represented before, during and after that he was holding a fundraiser for St. Jude. You can only do that with permission which he did not have and would never have gotten had he asked.

I asked Vinny to provide documentation from St. Jude’s granting approval for a Cousins Cigars BBQ fundraiser. His only response was to call the police.
I spoke with St. Jude’s. They confirmed the obvious — that they did not authorize a Cousins Cigars BBQ fundraiser. They went further and said they would NEVER authorize any fundraiser involving businesses that manufacture or sell tobacco.
What YOU appear to be referring to is that Vinny falsely portrayed his Cousins Cigars BBQ fundraiser as an authorized St. Jude fundraiser (signs, use of their logo, t-shirts, etc). Any idiot can SAY they are raising money for a charity but without prior authorization they are not — and doing so is charity fraud.
I am told that Vinny has a letter from St. Jude’s that he shows to his fellow dum-dums, thanking him for a donation he made. Again, any idiot can send a check to a charity and get back a thank you letter.
I have not seen the letter but I would expect the letter is to Vinny as an individual and makes no mention of Cousins Cigars or a BBQ fundraiser.

With all that said, readers can see for themselves that “Frank” does not address the actual article which reports the findings of the NRPD Internal Affairs report on Lou Trangucci, Jr. and Mr. Scumbag.
It tells the rest of the community a lot about what is wrong with NRPD — that even in retirement Scumbag Vinny can embarrass the police department and discredit a newly minted officer from the very second he became a police officer.
