CT Man Arrested Following Report of Shots Fired Outside Bar Taco in Port Chester

PORT CHESTER, NY (March 27, 2023) — A Connecticut man was arrested by Port Chester Police following a shooting incident shortly after 4 am on Monday morning outside Bar Taco on Willet Avenue.

Police narrative: On 03/27/2023 at approximately 4:07 am, police responded to the area of Bar Taco at 1 Willet Avenue on a report of shots fired by a suspect described as a male dressed in black colored clothing. A PO observed a suspect matching the description crossing the street towards the Mariner apartment complex. The PO observed the suspect crouched near an Audi sedan and heard an object clatter before the suspect stood up and walked away. A foot pursuit ensued. The PO caught up, grabbed the suspect, brought him to ground and handcuffed the suspect as other officers arrived. Back at the Audi, police recovered the dropped item, a SCCY CX-2 Gen 2 9 mm Pistol. Shell casings were recovered at the scene along with the gun and a magazine. The suspect insulted officers while in custody, and spit towards one officer, before he was transported to PCPD HQ.

Vladimir A. Ruales-Espinoza, 30, of Stamford, CT.

  • Criminal Possession of a Weapon – 2 (Possession of a Loaded Firearm), a class C felony
  • Prohibited Use of a Weapon, an A misdemeanor
  • Reckless Endangerment – 2, an A misdemeanor.

Vladimir A. Ruales-Espinoza was arraigned in the Town of Rye Justice Court in Port Chester on Monday. Bail was set at $10,000 cash. Bail was not posted. Ruales-Espinoza was remanded to Westchester County Jail with a return date of April 3, 2023.
