PORT CHESTER, NY (May 14, 2023) — The state Department of Environmental Conservation is seeking public input on a plan to clean up and redevelop a contaminated site in Port Chester, NY.
The site, known as 29-45 North Main Street, is located in the downtown area of the village and was formerly used for various commercial and industrial purposes, including a dry cleaner, a gas station, a car wash and a restaurant. The site is contaminated with petroleum, solvents and metals in soil and groundwater.
The site owner, Abendroth Green LLC, has applied to the state’s Brownfield Cleanup Program, which provides financial incentives and liability relief for cleaning up and reusing brownfields, or properties that are hindered by environmental contamination.
The owner has submitted a draft remedial investigation work plan, which outlines the scope and methods of investigating the nature and extent of contamination at the site, and an interim remedial measure work plan, which describes the proposed actions to address immediate threats or sources of contamination at the site.
The interim remedial measure includes the removal of underground storage tanks, soil excavation and disposal, groundwater monitoring and vapor mitigation. The owner plans to redevelop the site for mixed-use purposes, including residential and commercial units.
The public can access the application and the draft work plans online through the DECinfo Locator or at the Port Chester-Rye Brook Public Library. The public can also submit written comments to the DEC project manager by May 26, 2023.
The DEC will consider the public comments, revise the work plans as necessary, and approve them. The DOH will also review and concur with the work plans. After the work plans are approved, the owner will implement them under the DEC’s oversight.
