PORT CHESTER, NY (May 14, 2023) — The New York State Department of Environmental Conservation (DEC) has announced a public comment period for a proposed expedited cleanup of contamination at the former Grand Union Hotel Bowling Alley site in Port Chester, Westchester County. The site, located at 140 and 148-150 Westchester Avenue, is part of the state’s Brownfield Cleanup Program, which aims to revitalize contaminated properties and promote economic development.
The proposed cleanup, known as an Interim Remedial Measure (IRM), involves the demolition of existing structures and features on the site, the excavation and off-site disposal of all soil contaminated above the DEC’s Unrestricted Use Soil Cleanup Objectives (USCOs), and the importing of clean material for backfill. The IRM is expected to begin in May 2023 and last about five months.
The site was formerly used as a hotel, a bowling alley, a restaurant, and a dry cleaner. Previous investigations have detected volatile and semi-volatile organic compounds, metals, and pesticides in soil and groundwater on the site. The contaminants pose potential risks to human health and the environment if not addressed.
The DEC, in consultation with the New York State Department of Health (DOH), is inviting public comments on the proposed cleanup plan until May 18, 2023. The public can access the draft IRM work plan and other project documents online through the DECinfo Locator or at the Rye Brook Public Library. Comments and questions can be directed to the DEC project manager or the DOH project-related health contact listed on the fact sheet.
The cleanup activities will be performed by Port Chester OZ Fund III QOZB, LLC, the applicant for the Brownfield Cleanup Program, with oversight by the DEC. The applicant plans to redevelop the site for mixed-use purposes, including residential and commercial units.
