Officer Involved Shooting in New Rochelle: Suspect Grabbed Officer’s Gun

NEW ROCHELLE, NY (July 3, 2023) — Jarrell Garris, 38, was shot by a New Rochelle Police officer this afternoon at the intersection of North Avenue and Lincoln Avenue.

The New Rochelle Police Department has released photos, videos and issued a statement:

Today, at approximately 4:29 pm, the New Rochelle Police Department received a call from a local store (New Rochelle Farms grocery store at 465 North Avenue) regarding a possible theft. The caller gave a description. The responding officers observed the man, in close proximity of the store, walking on Lincoln Avenue near North Avenue. While being placed under arrest, the man physically resisted. He was shot when he grabbed an officer’s gun, in an attempt to remove it from the holster. He was taken to a local hospital and is currently undergoing medical treatment.

As the incident is under investigation by the New York State Police and the New York State Attorney General’s Office, no further information will be released by the New Rochelle Police Department at this time.

  • The suspect/shooting victim is a male/black in his 30’s.
  • The shooting victim is from New Rochelle and is known in the community.
  • The incident may involve an EDP (emotionally disturbed person).
  • The suspect/shooting victim was transported by ambulance to Westchester Medical Center with two New Rochelle firefighters on board.

Eduardo Cuevas and Asher Stockler of The Journal News are reporting Garris has a diagnosis of schizophrenia. For less than a year, Garris has lived in Greensboro, North Carolina, with a sister, after moving from New Rochelle. He had gone to New York to pick up his 12-year-old son, who lives in Brooklyn. They were set to leave New York that evening for North Carolina. Garris is being treated at Westchester Medical Center, where a sister is with him. Garris is on a respirator.
