New Rochelle City Manager Unveils 2025 Work Plan Focusing on Infrastructure, Sustainability, and Community Growth

NEW ROCHELLE, N.Y. — City Manager Wilfredo Melendez unveiled New Rochelle’s 2025 Work Plan on Tuesday, outlining a comprehensive strategy to enhance public infrastructure, boost environmental sustainability, expand economic opportunities, and deepen community engagement in the year ahead.

The plan, Melendez’s first since taking the role, aligns with the city’s recently adopted $276.5 million budget for 2025, which includes $50.9 million earmarked for capital projects. Presented to the City Council on Feb. 11, the roadmap emphasizes five key priorities: public safety, resilient infrastructure, economic development, environmental sustainability, and community building.

“The 2025 Work Plan is our North Star for growth and improvement,” Melendez said in a statement. “From stormwater mitigation to the LINC park project, these initiatives will solidify New Rochelle as a national model for progress.”

Among the standout proposals is a focus on infrastructure, including road repairs, flood mitigation efforts, and the completion of the LINC public park design. The city also plans to renovate the New Rochelle Transit Center to improve connectivity. On the sustainability front, the GreenNR program will expand with initiatives like a tree inventory, renewable energy incentives, and a food scrap recycling program, alongside a climate vulnerability assessment.

Economically, the plan aims to revitalize downtown New Rochelle with new shopping, dining, and entertainment options, including a Black Box theater, while offering free parking and workforce training programs. Community engagement efforts will kick off with the grand opening of the Downtown Recreation Center and include youth programs and expanded housing support through the New Rochelle Municipal Housing Authority.

Public safety remains a cornerstone, with over $89 million allocated to bolster policing, fire services, and emergency preparedness. Enhanced patrols, upgraded communication systems, and traffic control measures are also on tap.

The plan has been hailed as a forward-thinking blueprint for the city’s future. “The dedication of our workforce and partners is essential to making this vision a reality,” Melendez added.
