New Rochelle Police Officer at Center of Jarrel Garris Shooting Honored at Promotion Ceremony in City Hall

NEW ROCHELLE, NY (March 9, 2025) — The New Rochelle Police Department held a promotions ceremony in the Council Chambers of City Hall on Friday, March 7, but the spotlight landed on a controversial figure: Officer Kari Bird, now Sergeant Kari Bird. She was at the center of the storm when Jarrel Garris grabbed for her gun during a deadly scuffle in July 2023, only to be shot by Detective Steven Conn. The ceremony honored eight officers stepping up the ranks, but Bird’s promotion, along with her sister, was the most notable.

The Garris shooting ended with Conn cleared by the New York Attorney General after a 14-month probe. Bodycam footage showed Garris lunging for Kari Bird’s gun, justifying Conn’s split-second trigger pull—or so the official story goes. Critics, including Garris’ family, scream foul, claiming it was an overblown reaction to a man in crisis, high on PCP and battling mental illness.

The Mayor of New Rochelle typically swears in officers at induction and promotion ceremonies. Mayor Yadira Ramos handed-off these duties to City Clerk Kimberly Jones.

The New Rochelle Police Department celebrated the advancement of several dedicated officers during a promotion ceremony held in the Council Chambers of New Rochelle City Hall on Friday, March 7. The event recognized the hard work, commitment, and exemplary service of eight members of the department who have earned new ranks and responsibilities.

Among those honored were Sergeant Jeffrey Marello and Sergeant Christopher Carelli, both promoted to the rank of Lieutenant. Their leadership and experience in the field have distinguished them as key figures within the department, and their promotions reflect their ongoing dedication to public safety.

Four officers were elevated to the rank of Sergeant: Police Officer Kari Bird, Police Officer Michael Martins, Police Officer Marisa Bird, and Police Officer Adrian Pina. These individuals have demonstrated exceptional skill and professionalism in their roles, earning them the opportunity to take on greater supervisory duties.

Additionally, the department welcomed two new Detectives: Police Specialist Nicholas Gazzola and Police Specialist Anthony Mirabile. Their specialized expertise and investigative prowess will further strengthen the department’s ability to serve and protect the New Rochelle community.

The ceremony, attended by city officials, fellow officers, and families of the honorees, underscored the department’s commitment to recognizing talent and fostering leadership within its ranks. Each promoted member received commendations for their service and contributions to the safety and well-being of New Rochelle residents.

The event concluded with a reception honoring the newly promoted officers, who will now take on their expanded duties effective immediately. The New Rochelle Police Department looks forward to their continued success in serving the city.
