Westchester County Board to Review $40M in Spending at Thursday Meeting

WHITE PLAINS, NY (March 19, 2025) — The Westchester County Board of Acquisition and Contract will convene Thursday, March 20, 2025, at 11:00 a.m. in the County Executive Conference Room of the Michaelian Office Building to review a packed agenda featuring over $40 million in proposed spending. The meeting, chaired by County Executive Ken Jenkins, will address 50 agenda items, including contracts for social services, infrastructure projects, and nonprofit partnerships, with total expenditures reaching approximately $40,159,013. Key items include a $16.75 million IT consulting deal and multimillion-dollar transportation projects.

The board will consider an agreement with 22 parties for IT professional consultant services, totaling up to $16,752,105.96. Proposed by the Information Technology department under M. Beirne, this three-year contract, spanning April 1, 2025, to March 31, 2028, aims to bolster the county’s technological infrastructure with expert support.

A significant infrastructure investment includes a $4,750,000 contract extension with Henningson, Durham & Richardson for project management services. Submitted by the Department of Public Works and Transportation (DPW) under H. Greechan, this two-year extension, running from February 24, 2025, to February 24, 2027, will oversee ongoing county projects.

The DPW will also seek approval for a $3,803,421.73 completed bridge replacement project by Gianfia Corp. This item, part of a slate of transportation initiatives, reflects the county’s focus on updating critical infrastructure.

Another major DPW project involves accepting a $3,277,898 completed roadway rehabilitation by Laura Li Industries LLC. This effort underscores the county’s commitment to maintaining safe and efficient roadways.

The board will review a $2,798,451.38 completed roof replacement at a Yonkers facility by NUA Construction Corp., another DPW item aimed at preserving county facilities.

A $2,044,280 contract award to Laura Li Industries LLC for the rehabilitation of Seven Bridges Road will also be on the table. Proposed by the DPW, this project continues the county’s transportation improvement efforts.

The Department of Social Services, led by L. Townes, will present an amended agreement with NAFI CT for the Parenting with Love and Limits Program, increasing funding to $558,660 for the term January 1, 2025, to December 31, 2025, to support family stability initiatives.

An amended agreement with Family Ties of Westchester, Inc. for “Family Team Decision Meetings” will raise funding to $495,777 for the same term, enhancing social service coordination, as proposed by Social Services.

The board will also consider a $1,133,700 agreement with Connecticut Business Systems (CBS) for digital copier services at Westchester Community College, spanning March 23, 2025, to March 22, 2030, to modernize campus operations.

Two DPW agreements with Henningson, Durham & Richardson, each valued at approximately $964,000, will address sludge thickener rehabilitation and UV disinfection optimization, respectively, with terms extending to December 31, 2030.

Smaller social service and nonprofit contracts under $100,000 include agreements with Volunteer New York! ($58,373), Westchester Jewish Community Services ($35,592), YWCA White Plains ($84,232), Hope’s Door, Inc. ($99,218), El Centro Hispano ($82,222), North Elmsford Civic Association ($61,380), and The Matthew Wallace Foundation ($72,100). These items, spanning volunteer mobilization, racial equity, and community support, reflect diverse county priorities.

Additional items under $100,000 from various departments include a $34,000 Climate Education Project with Westchester County Association, Inc., $82,294 for LinkedIn recruitment services with Carahsoft Technology Corporation, and $36,723 for a North Castle land license with the Parks department, addressing education, hiring, and recreation needs.
