WHITE PLAINS, NY (April 17, 2025) — The Westchester County Board of Acquisition and Contract will meet Thursday, April 17, at 11:30 a.m. in the County Executive Conference Room to review several high-value contracts, including multimillion-dollar agreements for bus liability insurance, legal services, and infrastructure projects, alongside smaller youth and community programs.
A $4,979,516 contract with the New York Municipal Insurance Reciprocal, through Brown & Brown of New York, Inc., will provide bus liability insurance for the Bee-Line Bus System, operated by Liberty Lines Transit, Inc., from July 1, 2025, to July 1, 2026. The amount may adjust based on vehicle changes.
The County Attorney’s Office seeks to retroactively amend a 2023 agreement with The Legal Aid Society of Westchester County, increasing the not-to-exceed amount from $2,200,000 to $2,585,667.40 for services under New York State Office of Indigent Legal Services grants. This raises the agreement’s total from $16,869,040 to $17,254,707.40 for the period January 1, 2023, to December 31, 2023.
A $965,950 agreement with Platt Byard Dovell White Architects, LLP, will fund architectural and engineering services for the Castle Rehabilitation at Glen Island Park, New Rochelle, starting upon written notice and ending December 31, 2030. Five subconsultants are proposed for approval.
The Department of Public Works and Transportation will amend a July 25, 2024, resolution for a $34,874,750 contract with Mace Contracting Corporation for Phase II parking garage rehabilitation at the Michaelian Office Building, White Plains, to include D&M Electrical Contracting as a subcontractor.
An agreement with Barclay Water Management, Inc., for countywide water treatment services will be renewed, extending the term from May 31, 2025, to May 31, 2027, with an additional $320,576, bringing the total not-to-exceed amount to $801,440.
An amendment to an agreement with Jenspark for graphic design services to boost enrollment at Westchester Community College, originally set at $270,000 for September 1, 2022, to August 31, 2026, will maintain the same terms without additional cost.
Permut Consulting, LLC, will see its advisory services contract for county capital projects, originally $300,000 for January 1, 2024, to March 31, 2025, increased by $30,450 to a new total of $330,450, with payment at $500 per hour.
Smaller contracts include a $60,000 agreement with Y-COP of Mount Vernon, Inc., for a summer camp and after-school programs with transportation for children ages 5-13 in Mount Vernon and nearby areas from January 1 to December 31, 2025. Family Service Society of Yonkers will receive $68,566 for its Reading Buddies After School program and $72,038 for its Kinship Support/After School Program, both retroactively from January 1 to December 31, 2025. Mental Health Empowerment Project, Inc., will get $40,000 to co-facilitate the Fresh Start program with the District Attorney’s Office, delivering 60 to 65 three-hour rehabilitation sessions for low-level first-time offenders. Westchester Community College will earn $10,900.50 from Port Chester-Rye Union Free School District for health and fitness courses from September 6, 2024, to August 30, 2025, and $5,668.02 from New Rochelle City School District for college credit courses from September 4, 2024, to June 30, 2025. Experian Employer Services, Inc., formerly Corporate Cost Control, Inc., will provide unemployment claims services for $11,295 from January 1, 2024, to December 31, 2026. Barton & Loguidice, D.P.C., will receive an additional $20,000 for a waste reduction study, increasing the total to $90,000 for August 30, 2024, to August 29, 2025.
