NEW ROCHELLE, NY (April 19, 2025) — The City of New Rochelle is seeking proposals for a comprehensive upgrade of Fire Station #1, located at 45 Harrison St., through a Request for Proposals (RFP) issued on March 10, 2025. The project, identified as Bid Number 5772, aims to address critical deficiencies in the 1966-built facility, which serves as a vital hub for the New Rochelle Fire Department.

The RFP to upgrade Fire Station #1 suggests the City has given up on the 45 HARRISON development project, a planned 27-story tower with 238 residential units, 50,000 square feet of office space, 7,000 square feet retail, 238 parking spaces.
The RFP, managed by the Department of Public Works under Commissioner Alvaro Alfonzo-Larrain, calls for architectural, structural, mechanical, plumbing, and electrical engineering services. Proposals are due by April 23, 2025, at 3:00 p.m., with bids to be publicly opened at the Purchasing Office, 515 North Avenue. A notice of award is expected by April 30, 2025.
A pre-submission field walkthrough was held on April 14, 2025, at 10:00 a.m., with a “Questions and Answers” document posted on April 18, 2025. The walkthrough was an opportunity for prospective firms to clarify any questions regarding this RFP.
The scope of work includes replacing a 5,000-gallon underground fuel oil tank and a 4,000-gallon aboveground diesel tank with new aboveground vertical tanks of the same capacity. Electrical upgrades involve a full building redesign, including power distribution, fire alarm modifications, and a new diesel-fueled emergency generator to provide backup power. The existing steam heating system will be replaced with a hot water system, and four air-handling units will be upgraded.
Roof repairs will address a recurring leak at a vent pipe penetration above a bathroom area, as noted in a 2022 Building Condition Assessment by D&B Engineers and Architects. The assessment also informs the design of a repair shop extension, preliminarily sized at 55 feet long, 25 feet wide, and 25 feet high, to accommodate vehicle maintenance for fire apparatus weighing up to 85,000 pounds.
The project emphasizes minimizing disruption to the station’s continuous operations. “The building will be occupied throughout construction, which will have to be phased appropriately,” according to the Q&A document. The city encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), aligning with Westchester Affirmative Action and Equal Employment Opportunity requirements.
Proposals must include a lump sum fee for preliminary work, such as site surveying, and detailed billing rates for professional services. The city will evaluate submissions based on qualifications (20 points), project approach and understanding (50 points), and consultant fees (30 points). A Professional Services Agreement and proof of insurance are required before work begins.
