Stolen Vehicle Chase Leads to New Rochelle Suspects’ Arrests

EASTCHESTER, NY (April 22, 2025) — A stolen vehicle chase in Eastchester resulted in the arrest of three New Rochelle residents, with a fourth suspect apprehended later, the Eastchester Police Department reported.

The incident unfolded at approximately 11:45 a.m. on April 21 when the Westchester County Real Time Crime Center alerted authorities to a vehicle stolen in Mount Vernon. The vehicle had fled from Mount Vernon Police and was traveling on White Plains Road into the Village of Bronxville. The center reported the vehicle was believed to be in Eastchester, still northbound on White Plains Road.

Officers spotted the vehicle at Leewood Drive. At the intersection of White Plains Road and Farella Way, the vehicle struck another car, prompting the occupants to flee on foot. Three suspects were arrested shortly after in the parking lot of the Vernon Hills Shopping Center at 696 White Plains Road, while the fourth continued running on Lakeshore Drive.

An alert resident tipped off officers, who established a perimeter with help from the Westchester County Police. A tracking K9 unit from the Westchester County Police Department located the fourth suspect hiding under a boat dock in the backyard of a residence on Lakeshore Drive.

The arrested suspects were identified as James J. Frazer, born Oct. 10, 2007, Nasir Simmons, born Oct. 12, 2005, and Chelsea A. Thomas, born July 17, 2006, all from New Rochelle, N.Y. Each was charged with criminal possession of stolen property in the fourth degree. A 16-year-old driver of the vehicle was also arrested and referred to Family Court. The suspects were not eligible for bail and were released pending their court dates.

“The quick apprehension of the suspects highlights the ongoing coordinated effort among our law enforcement partners,” the Eastchester Police Department stated in a press release. They thanked the Tuckahoe, Bronxville, and Westchester County Police Departments, particularly the WCPD K9 Unit, for their assistance in capturing the New Rochelle suspects.
