WHITE PLAINS, NY (April 24, 2025) — The Westchester County Board of Acquisition and Contract approved several agreements during its meeting on April 24, 2025, including a significant contract for a bioscience accelerator program and various infrastructure and service initiatives.
The board authorized a contract with, focusing on entrepreneurship education and business networking for Westchester County-based pre-seed and seed stage entrepreneurs. The agreement, spanning from Jan. 1, 2025, to June 30, 2025, is for an amount not to exceed $407,500.
Another key contract involves the Office of Economic Development, which will accept $199,397 from the New York State Urban Development Corporation, known as Empire State Development Authority, under the ConnectALL-State Appropriation 22-23. The funds, covering a term from Jan. 2, 2025, to Dec. 15, 2026, will support a study to expand the Connect Westchester program to reach incarcerated individuals, veterans, and individuals with disabilities. The county will also enter an agreement with STEM Alliance of Larchmont-Mamaroneck for consulting services on the study, for the same amount and term, from April 1, 2025, to Dec. 31, 2026.
The Department of Social Services will amend an agreement with 66 training providers to provide vocational training under the Workforce Innovation and Opportunity Act of 2014, increasing the aggregate amount by $1,267,803 to a new total of $2,125,704. The term runs from July 1, 2023, to June 30, 2027, and includes adding six new providers while rescinding 50 from the original list.
Cornell Cooperative Extension of Westchester County will provide county-wide educational programs through classes, clinics, conferences, and workshops for youth and adults, open to the public and professionals, for an amount not to exceed $983,779. The agreement runs from Jan. 1, 2025, to Dec. 31, 2025.
Community Capital New York, Inc., will carry out fair and affordable housing and small business activities for $154,641, from Jan. 1, 2025, to Dec. 31, 2025. Community Mental Health will enter an agreement with Millin Associates LLC for third-party medical billing software and support services for the county’s new Safety Net Clinic, for $263,384.30, from April 1, 2025, to Dec. 31, 2029.
The Department of Public Works and Transportation approved several contracts, including a renewal with United Steel Products, Inc., for garage door maintenance, increasing the amount by $243,100 to $607,750, extending the term from Oct. 30, 2025, to Oct. 31, 2027. A snow and ice removal contract with Errico Landscaping Corp. was renewed, increasing the amount by $206,400 to $516,000, extending the term from July 31, 2025, to July 31, 2027. A moving services contract with Smart Moving & Storage, Inc., was also renewed, increasing the amount by $214,080 to $535,200, with the term extended from June 30, 2025, to June 30, 2027.
Smaller contracts include an agreement with Moving Pictures Audio & Video Production, Inc., for audio and technical services for events in 2025, for $45,000, from Jan. 1, 2025, to Dec. 31, 2025. The Office for Women will subaward $51,120.21 to New Dawn Family Resource Center, Inc., to provide financial assistance to domestic violence victims, from Jan. 1, 2025, to Dec. 31, 2025. The Youth Bureau will contract with Family Service Society of Yonkers for summertime reading services under its Summer Reading Buddies program, for $40,000, from Jan. 1, 2025, to Dec. 31, 2025. Westchester Residential Opportunities, Inc., will provide county-wide asset building and fair housing programs for $38,469, from Jan. 1, 2025, to Dec. 31, 2025. Labs and Research will provide tuberculosis and infectious disease testing to Rockland County for $30,000 in 2025 and amended a 2024 agreement to increase the amount from $15,000 to $21,247.
