TONIGHT: New Rochelle City Council to Discuss Master Developer RFP to Reimagine Flowers (City) Park

NEW ROCHELLE, NY (October 21, 2025) — The City Council will soon discuss a topic that some City officials do not want to discuss.

Council Member Albert Tarantino has put on the agenda for tonight’s New Rochelle City Council meeting a Discussion Item on “Flower’s City Park”.

As a Regular Legislative Meeting (RLM) there is no public comment period but the public may attend. The meeting is scheduled to be held at the 1st Floor Council Conference Room in City Hall at 515 North Avenue. The occupancy in the conference room is about 30 people so those interested to view the proceedings in person may wish to arrive early to get a seat. The RLM is scheduled for 6:15 pm.

Flowers Park Improvement Project (4/2/2012)

Parks Commissioner Bill Zimmerman: Flowers (City) park is in the third phase of a $10 million dollar improvement project funded by a county legacy grant. It includes 4 new ball fields with lights, 3 synthetic and 1 natural turf, a new playground with a splash pad interactive spray feature, basketball court, walking trails, new comfort station restrooms, stream remediation, a storm water drainage system that collects water to be released once storm drains are clear, a new parking lot to serve the east end of the remodeled park and overall park landscaping.

Deception by City Officials

City Manager Will Melendez and Mayor Yadira Ramos who are jointly responsible for producing council meeting agendas took the highly unusual step of withholding the RLM Agenda until 2:33 pm on the day before the meeting — typically it is released the week before and almost never later than the Friday before. Unlike a Committee of the Whole (COW) Agenda which is often long and contains new proposals, presentations and legal documents, an RLM Agenda is shorter because it is typically limited to items requiring legislative action. When the RLM Agenda was finally released it listed a Discussion Item requested by Tarantino but did not state the topic. We reached out to the Clerk’s Office for clarification. The agenda was updated just minutes before the 6:15 pm deadline (public meetings must be noticed 24 hours in advance).
