HAWTHORNE, NY (February 11, 2026) — Twenty-six suspects were arrested during a multi-agency operation targeting organized retail theft crews operating across Westchester, Rockland and Putnam counties in New York’s southern Hudson Valley.

The initiative thwarted crimes in progress and identified additional suspects linked to prior thefts, authorities said.

Public Safety Commissioner Terrance Raynor praised the effort in a statement.

“This operation demonstrated the effectiveness of regional collaboration, intelligence-led enforcement, and coordinated deployment in addressing organized retail theft networks that operate across municipal and county lines,” Raynor said. “I congratulate all the agencies involved for their great work in this initiative.”

A total of 27 law enforcement agencies participated, including departments from Bedford, Croton-on-Hudson, Dobbs Ferry, Eastchester, Greenburgh, Irvington, Mamaroneck Village, Mount Pleasant, New Rochelle, North Castle, Peekskill, Pelham Manor, Port Chester, Rye, Rye Brook, White Plains, Yonkers and Yorktown in Westchester County.

Rockland County agencies included Clarkstown, Haverstraw and Orangetown police departments as well as the Rockland County Intelligence Center.

Additional participants included the Putnam County Sheriff’s Office, New York State Police and the FBI Westchester Safe Streets Task Force.

Follow-up investigations with regional loss prevention specialists connected many of the arrested individuals to previous similar thefts.

“Beyond the immediate arrests, follow-up investigation and consultation with regional loss prevention specialists revealed that many of the individuals apprehended were responsible for open cases involving similar theft patterns,” Raynor said. “As a result, these subjects are being charged with prior crimes, leading to the closure of numerous pattern cases across the region.”
