Con Edison Expands Energy Affordability Program, Urges Eligible Customers to Apply

NEW YORK, NY (February 25, 2026) — Con Edison is urging customers to check their eligibility for discounts on gas and electric bills under a newly enhanced assistance program.

The company said it has provided over half a billion dollars in bill discounts to customers over the last two years.

“We recognize affordability is a critical issue and work every day to balance the investments we need for resilience and reliability with customer costs,” said Michael Murphy, vice president of Customer Operations at Con Edison. “We provide tools to help customers manage their usage and assistance programs to help with their bills. We advocated for the expansion of income thresholds to let more households get the help they need to reduce energy costs.”

The Enhanced Energy Affordability Program, or EEAP, bases eligibility on household size and income level. Residential customers in New York City and Westchester County with incomes below the respective area median are eligible for monthly discounts on their bills.

Residential customers must apply for EEAP benefits. Customers eligible for discounts under the Energy Affordability Program, or EAP, are not eligible for EEAP. Customers receiving government assistance can apply and self-certify online.

The Energy Affordability Program continues to serve customers enrolled in government assistance programs. Con Edison said that in 2025, half a million customers were enrolled in EAP and received discounts.

While many EAP customers are automatically enrolled, customers receiving Medicaid, Federal Public Housing assistance, Veterans Disability or Survivors Pension, Supplemental Nutrition Assistance Program or Supplemental Security Income must apply directly, according to the company. Discounts vary by heating type — electricity or gas — as well as income and household size.

Con Edison said it is committed to working with customers to manage energy bills by offering flexible payment plans and payment extensions.

The company offers energy-saving tips on its website and encourages customers in winter to set thermostats at the lowest comfortable, safe temperature. It also provides payment assistance options, including budget billing to smooth seasonal spikes, payment plans for customers who have fallen behind, and access to the My Account page, where customers can track their usage.

Con Edison also warned customers to beware of scammers. The company said customers should be vigilant about impostors who knock on doors and attempt to enter homes, noting that such criminals have stolen money and property and, in some cases, committed assaults.

The company said employees wear photo identification with their name and employee number and will provide a supervisor’s name and a unique job “ticket” number upon request. Customers can call 1-800-75-CONED (1-800-752-6633) to verify an employee’s identity.

Con Edison said it does not solicit payments through prepaid gift cards or cryptocurrency such as Bitcoin and advised customers to hang up if asked to make payment using those methods. Customers can make payments safely on conEd.com.

Con Edison is a subsidiary of Consolidated Edison, Inc. [NYSE: ED], one of the nation’s largest investor-owned energy companies. The utility delivers electricity, natural gas and steam and serves 3.7 million customers in New York City and Westchester County.
