Connecticut Man Arrested in Rye for DWI Under Leandra’s Law

RYE, NY (April 8, 2026) — A Connecticut man was arrested on March 29 for driving while intoxicated under Leandra’s Law after a traffic stop on the New York State Thruway in Rye.

Leopoldo Lima Flores, 37, of Stamford, Connecticut, was charged with two counts of aggravated DWI with child passengers under 16, according to New York State Police. The arrest occurred at approximately 3:31 a.m. when state troopers stopped Lima Flores on a northbound 2026 Honda CRV for vehicle and traffic violations.

Troopers detected signs of alcohol impairment during their interview with Lima Flores. Standardized field sobriety tests and a preliminary breath test confirmed alcohol impairment. Two children under the age of 16 were found in the vehicle.

Lima Flores was processed at the State Police barracks in New Rochelle. The children were released to his wife, who was also in the vehicle at the time.
