Summary of Events
On July 3, 2023, in New Rochelle, New York, 37-year-old Jarrel Garris (also spelled Jerrell or Jarrell) was fatally shot by New Rochelle Police Detective Steven Conn during an arrest attempt following a report of petty theft (consuming food items without paying) at a grocery store.
Garris, who had a history of mental health and substance abuse issues and tested positive for PCP, resisted arrest and, according to body camera footage and the New York Attorney General’s 2024 investigation, grabbed an officer’s holstered gun during a struggle—prompting Conn to fire one shot.
The Attorney General ruled the use of deadly force justified, declining criminal charges; an internal police review found no policy violations.
The incident sparked community protests over policing and mental health crises.
Garris died on July 10, 2023; his family filed a lawsuit on September 29, 2024.
