City Charter Gives Mayor Bramsom Power to Remove Domenic Procopio from New Rochelle Civil Service Commission

Mayor.gifA question that Chuck Strome has so far refused to answer from Talk of the Sound is pretty simply, who within the City government has the power to fire Domenic Procopio as Chairman of the Municipal Civil Service Commission. From our reading of the City Charter it would appear that this power is reserved for the Mayor. Section 175 on “Appointment of Commissioners” reads The members of the Municipal Civil Service Commission as prescribed by law shall be appointed by the Mayor.

The entire section of the relevant portion of the City Charter follows:

ARTICLE XVII

Civil Service
Section 173 Municipal Civil Service Commission – 59 – The Municipal Civil Service Commission shall be constituted as prescribed by law and shall elect one of its members President. The members of the Commission who are in office when this Charter takes effect shall be the members of the Commission (subject to the power of removal as prescribed by law) until the expiration of their terms of office and until their successors are appointed and qualify. Their compensation shall be fixed by the Council.

Section 174 Secretary and employees

The Commission may appoint and at pleasure remove a secretary, who shall perform such duties as may be imposed upon him by the Commission or by law. The Commission may appoint and for cause remove such other employees as it deems necessary for the proper conduct of the business of the office, provided that the position has been authorized and the salary thereof fixed by the Council.

  1. Charter has no provision for recall of elected officials.
    The gravity of this situation is magnified by the lack of ability of citizens to recall an elected official. Mayor Bramson should answer to the people and give us his reasons for his inaction.

    Nothing would please me more than for the Feds to raid 515 North and 90 Beaufort. The taxpayers would save a fortune in bloated pensions,no-show jobs,double-dippers and they would need a dozen school buses to cart away all the crooks.
    Please US Attorney hear our pleas.

      If you have a specific tip provided it, give us the details and we will chase it down.

  3. Don’t Dismiss Domenic Procopio
    We don’t want Bramson to dismiss Domenic Procopio from his title. We want Procopio to stay where he is. This way when the arrests come, Bramson will be in handcuffs with Procopio, Strome and every other city and county official that’s involved with fraud, theft, corruption, etc. After the arrests, New Rochelle city hall will be vacant and so will the County Clerk’s Office…

    The US Attorney’s Office and the US Department of Veterans Affairs should also get involved in this despicable deceit.
