Peter Ferrari Military Personnel Records – A Little Help Please

As some readers may have seen, there has been a report that the VA does not have a record of Peter Ferrari at 7 Pinebrook Road in New Rochelle. Peter Ferrari owned the property from 1958 to 1999. In 1999, ownership changed to joint ownership with rights of survivorship to his wife Sebastiana Helene Ferrari and Domenic Procopio. In 2002, Procopio became the sole owner of the property. Somewhere along the way STAR and Combat Veterans Exemptions for the property were granted but the City claims there is no record of any kind which explains the basis on which these exemptions were granted or how they ended up as discounts on Domenic Procopio’s tax bill.

While there is yet no satisfactory explanation why a City official would knowingly accept STAR and Combat Veteran exemptions that he knew he was not entitled to receive, we continue to research the prior owner of the 7 Pinebrook Road property to see whether the prior owned was eligible to receive a Combat Veteran exemption.

The definitive determination can be made by filing a Standard Form 180 with the Office of Military Personnel Records, a part of the National Archives located in St. Louis, MO. The form requires information like Full Legal Name, Date of Birth, Place of Birth and Social Security Number which we do not have at this time.
