New Rochelle Celebrates Energy Efficiency Upgrades at City Hall

Lowey EnergyMayor Noam Bramson and City officials were joined by Congresswoman Nita Lowey on Tuesday, June 21 to detail Energy Efficiency Upgrades at City Hall. This $2.8 million project, funded in part by a $1 million in federal funding secured by Lowey, will save the City an estimated $195,000 annually in energy, operations and maintenance costs.

Energy Efficiency Upgrades for City Hall include HVAC improvements, installation of internal storm windows, replacement of light fixtures and other low cost conservation measures. Upgrades for the Police/Court Facility include replacement of deteriorating rooftop HVAC units and retro-commissioning and air-balancing of the system, along with other low cost conservation measures.
Mayor Noam Bramson noted, “Like most of the recommendations in New Rochelle’s Sustainability Plan, GreeNR, this project is about common-sense, environmental progress and savings for taxpayers.  Thanks to the funds secured by Congresswoman Lowey, we can cut energy consumption and greenhouse gas emissions by more than 1/3, while significantly reducing our expenses.  It’s a win all around.”
“Investing in energy efficiency helps to create jobs, protect the environment, and save money on heating and cooling costs,” said Congresswoman Nita Lowey.  “I am pleased this federal funding will help New Rochelle save $195,000 each year, and I will continue working to help local municipalities make improvements that are beneficial both environmentally and economically.”

In addition to the $1 million secured by Congresswoman Nita Lowey, the project will be funded by a federal Energy Efficiency Conservation Grant of $643,000, awarded to New Rochelle as part of the American Recovery and Reinvestment Act. The remaining $1.2 million will be financed by the City through the New York Power Authority over 15 years.  Annual debt service is estimated to be roughly $100,000, and will be more than off-set by gross energy, operations and maintenance savings of approximately $195,000.

  1. 14.3 year Return on Investment
    Its amazing to me that only in Government would a 14.3 year payback create cause for a Press Conference on the Steps of City Hall.
    Certainly I am glad that Pork Federal Funds are being used so this way they can keep forking over pensions and Salary raises but the math stinks.
    I believe no private company would ever undertake this kind of investment with a ROI this long. This is Green but more so Federal green being thrown at the Democrats for all their years of service to good old Bubby Lowey.
