The City of New Rochelle is undertaking the preparation of a Five-Year Consolidated Plan (CP) for the years 2013-2017 and Analysis of Impediments to Fair Housing Choice (AI). As a recipient of federal funding assistance from HUD, the City is required to prepare these documents every five years. The purpose of the Five-Year Consolidated Plan is to identify the City’s priority housing and community development needs for federal funds such as the Community Development Block Grant and HOME funds which benefit lower income persons. Future funding decisions by the City and the U. S. Department of Housing and Urban Development will be based on, and must be consistent with, the priority needs identified in this plan.

To provide an opportunity for the public to participate in the planning process, a Public Hearing will be held on February 14, 2012 in City Council Chambers at 7:30 PM at City Hall, 515 North Avenue, New Rochelle, New York 10801. The public can also participate in the Consolidated Plan process through an on-line survey on the City’s website at www.newrochelleny.com/conplan beginning February 10, 2012. A draft Consolidated Plan and 2013 Action Plan will be available for public review by September.

In addition to the online survey, written comments regarding the Consolidated Plan and 2013 Action Plan may also be sent to: Michael W. Freimuth, Commissioner of Development, 515 North Avenue, New Rochelle, New York 10801. Special assistance for the public hearing can be made available to persons with disabilities or requirements for Spanish speaking residents upon prior written request by February 7th through the Department of Development, 914-654-2184.
