NEW ROCHELLE, NY — A new law instituted by the City of New Rochelle now requires all property owners housing three (3) or more students within New Rochelle to register their property on the City’s newly-created Student Housing Business Registration website. Initial registration must be completed by September 30, 2016.
The information collected will help the City:
· Create a comprehensive student housing directory
· Protect the safety of students from overcrowding situations
· Mitigate any negative impact of student housing on surrounding neighborhoods
· Provide important contact information in the event of an emergency.
A Student Housing business is defined as a one-family, two-family, three-family or multi-family dwelling that houses three (3) or more students attending or registered to attend a college or university, or who are on a semester or summer break from studies at a college or university. Information about the location, premises, owner contacts and fire safety will be collected. Additionally, a designated Property Manager, either a superintendent living in the premises or a local managing agent with offices in the City of New Rochelle or an abutting town, who is available twenty-four (24) hours per day, seven (7) days per week, must be named.

There is NO FEE to register or renew. Penalties for non-compliance may be assessed.
Registration must be completed by September 30, 2016.
This registration is effective through May 31, 2017 and must be renewed annually thereafter.
