Plant Operations Supervisor at New Rochelle Middle School Busted for Dealing Heroin

NEW ROCHELLE, NY — A senior facilities management supervisor of the City School District of New Rochelle is facing serious criminal charges after police found packets of heroin shoved down his pants following a traffic stop.

Michael A. Umbro, 55, of 19 Whitfield Terrace in New Rochelle, NY was arrested by New Rochelle Police at 635 Fifth Avenue on the afternoon of June 21st and charged with Criminal Possession of Narcotic Drug with Intent to Sell in the Third Degree, a Class B Felony and Criminal Possession of a Controlled Substance in the 7th Degree, a Class A Misdemeanor.

The location is just a few feet from the New York State Police Barracks in New Rochelle.

Umbro, a longtime employee of the New Rochelle Board of Education, has worked most recently as Plant Operations Supervisor at Albert Leonard Middle School.  The title of Plant Operations Supervisor is the highest level facilities management at the building level; there are only three such positions, at the two middle schools and the high school.

For the 2017 pay year, records from seethroughny.net show Umbro was paid $126,036.

According to New Rochelle Police records obtained by Talk of the Sound under a Freedom of Information request, Umbro was questioned during a traffic stop. The arresting officer described Umbro as “trembling” and “very nervous”. 

Upon searching Umbro, the officer retrieved 1 plastic bag containing 50 waxine envelopes of heroin hidden below Umbro’s front waist band.

The vehicle, a 2014 White Honda Accord, was searched for contraband. Finding none, the vehicle was impounded at Safeway Towing.

Umbro was given a return date of June 22nd.

UPDATE: The Westchester County District Attorney has provided additional details. Umbro was arraigned on June 22nd. His next court date is August 3, 2018.

The District Attorney has charged Umbro with a single charge of Criminal Possession of Narcotic Drug with Intent to Sell in the Third Degree, a Class B Felony (narcotics with intent to sell)

UPDATE: The Clerk’s office at the New Rochelle City Court says Umbro’s bail was set at $1,000. He made bail and was released.
