NEW ROCHELLE, NY — The New Rochelle Board of Education will pay former Schools Superintendent Dr. Brian Osborne a total of $252,205.28 in severance payments under an agreement signed and announced on October 2nd. In addition, Osborne will be eligible for medical insurance reimbursement for him and his family.
Osborne’s Stipulation Agreement was obtained by Talk of the Sound under a Freedom of Information Law request. School officials did not respond when asked why the agreement was not made public at the school board meeting on October 2nd, an apparent violation of the New York State Open Meeting Law.
A similar apparent OML violation occurred at the August 7th, when the school board failed to include the Stipulation Agreement signed by former New Rochelle High School Principal Reggie Richardson in the board packet made public at the meeting.
Richardson was paid $160,000 to resign after he rescinded his resignation before the school board acted on a prior resignation in July.
Osborne has already been paid $32,819.16 for 26 Sick days and $68,181.96 in a lump sum payment along with $10,508.00 for a non-elective employer contribution to Osborne’s 403(b) account.
Osborne will be paid a second lump sum payment of $85,691.96 between January 1 and January 10, 2019. He will receive a second non-elective employer contribution to Osborne’s 403(b) account of $55,000.00 by Jan 31, 2019.
Osborne is eligible for a continuation of health insurance with premiums reimbursed by the district until June 30, 2019 or until he becomes eligible for other insurance.
