NEW ROCHELLE, NY — The conventional wisdom is that it is illegal for a driver to make a U-Turn on a roadway with a Double-Yellow Line.

The subject came up recently in my reporting on the case of Alex McKenna, the New Rochelle Police Officer who shot and killed Kamal Flowers after a dubious traffic stop the night of June 5, 2020.

    Did he stop the car and shoot into the vehicle?
