With Motion to Dismiss Pending in New Rochelle Armory Lawsuit, Developer Promises to Honor Commitment to Veterans

NEW ROCHELLE, NY — Pratt Landing Partners, the special purpose company set up by Twinings Properties to develop waterfront property in New Rochelle has submitted a letter to the City’s Veterans Advisory Committee promising to deliver on terms agreed to in front of New York State Supreme Court Judge Charles Wood.

  • The entire Armory building will be preserved.
  • A minimum of 3.5 acres of publicly available open space will be provided.
  • 2,000 to 4,000 square feet of office space (plus parking) will be set aside in the Annex building for use by Veterans Services Organizations.

The terms were agreed to by Pratt Landing Partners and Westchester County Veterans Services Director Ron Tocci who orchestrated a lawsuit against the City of New Rochelle, the State of New York and Pratt Landing Partners.

The letter is signed by Phil Wharton, an executive of Twinings Properties.

  1. I am glad to see that Twining / Pratt Landing Partners have put their intentions on paper and it was shared with the larger veteran community et.al. The New Rochelle Veterans Advisory Committee as well as the veteran groups that are involved should be holding the developer to what this letter agrees to. Further, I am told that was what was agreed to by December between the parties to NY Courts Index 61010/2019 prior to the deal suddenly falling apart for no legitimate reason. This is all about transparency.
