RYE, NY — The City of Rye promoted Sgt. Albert Hein to Patrol Lieutenant and PO Christine Incalcatera to Sgt. Incalcatera and PO Kevin Pallone to Sgt. Pallone.
Hein joined the City of Rye Police Department in January 2007. After graduating from the Westchester Police Academy, he was assigned to the Patrol Division. While in the patrol division he had the opportunity to become a Field Training Officer, General Topics Instructor, Taser Instructor, O.C. Instructor and an Emergency Medical Technician.
Hein served as the Village Officer, Coffee with a Cop liaison, and as an Adopt a School Officer to Milton School, Christ Church Nursery School, Rye Presbyterian Nursery School, and Resurrection School. In 2017, PO Hein was promoted to the rank of Sergeant and later assigned to the Records Department where he serves as the Accreditation Manager and is in charge of the department’s current technologies where he oversees the maintenance of the current systems and the purchasing of new systems and equipment that may affect the law enforcement community in the ever-changing social and technological landscape.

Sgt. Christine Incalcatera Graduated NYPD’s class of 2005 in the top 10% and was assigned to housing patrol in the Bronx. After a tenure with NYPD, she was appointed to Rye as Police officer in 2006.
Incalcatera has served as the City’s Village Officer and bicycle patrol, Adopt — A-School Officer to Midland School, Coffee with a Cop, and Toys for Tots volunteer. In 2020 PO Incalcatera was assigned as the supervisor of the City’s Marine Division. PO Incalcatera holds NYS Certificates in General Topics Instructor, Field Training Officer, Juvenile Officer, School Resource Officer, Law Enforcement Bicycle Patrol, Marine Law Enforcement, Marine Patrol Operator. She has received additional training in Standard Field Sobriety Testing and Radar/Lidar and has 2 Lifesaving awards.
Notable arrests:
- 2 wanted for burglary of 35 businesses during power outage
- Arrested operator of stolen vehicle after foot pursuit.
- Tracked and arrested burglary suspect with help of a stolen iPhone
Sgt. Kevin Pallone graduated from Rye High School in 1993 and American University in 1999 with a BA in Psychology. He was assigned as a patrol officer in January 2002. PO Pallone serves as a firearms instructor where he assesses training needs and provides specialized instruction for individual officers related to firearm use, inspections, and maintenance and repair of weapons. He assists the department with firearms qualifications and use of force training by continuously learning and applying policies, procedures, laws, and codes.
Pallone evaluates the departments’ needs in weaponry and the purchasing of ammunition, along with the preservation of the range and armory. Pallone is also a Field Training Officer where he assists in training new officers that graduate from the police academy as well as police officers that transfer from other departments. His training responsibilities include academic subjects such as local law, human diversity, and interpersonal communications, as well as hands-on applications such as defensive tactics, first aid, and vehicle operations. In 2017, Pallone received his Masters of Public Administration degree from Marist College.
