UPDATE 1/26 3:34 PM Westchester County District Attorney’s Office: defendant was just arraigned in front of Judge Helen M. Blackwood in the Westchester County Court (Youth Part). Tommy Rivera case adjourned until Monday 1/31, for a review of the accusatory document and a Youth Part hearing.

UPDATE 8:00 p.m. Schools officials have confirmed the shooting incident this afternoon involved two students at New Rochelle High School. One student and shot and killed the other student. New Rochelle Schools Superintendent Jonathan P. Raymond confirmed the fatality at tonight’s New Rochelle Board of Education meeting. Still no statement from NRPD.

Both students are underage Male/Hispanics. School officials on background say both students have not attended school regularly, dispute involved a girl.

Shooter was apprehended.

City School District of New Rochelle activates Crisis Response Team, counselors will be at New Rochelle High School tomorrow.

UPDATE 8:46 PM NRPD Statement (Official)

On Tuesday January 25th at about 3:38pm, New Rochelle Police received a call of a shooting that had just occurred on the corner of 4th Street and Washington Ave. Upon arrival Officers located a 17-year-old male victim with multiple gunshot wounds. Officers administered First Aid and the victim was transported to a hospital where he underwent emergency surgery and succumbed to his injures.

Suspect information was immediately developed, and New Rochelle Detectives were able to locate and arrest a 16-year-old male suspect near Glen Place and Beechwood Avenue, who was found to be in possession of a 9mm semi-automatic handgun.

This is an active investigation and the charges and any potential new information or developments will be announced in a future press release.

Both the victim and the suspect are New Rochelle residents and their names are being withheld due to their ages.

The City of New Rochelle and the New Rochelle Police Department offer their sincere condolences to the family of the victim.

The City School District of New Rochelle learned Tuesday evening that a young person who previously attended New Rochelle High School was involved in an incident in the community that resulted in the student’s death. Our hearts and deep condolences go out to the student’s family and friends, and we join in collectively mourning this tragic loss of such a young life. We understand that there may be a range of feelings and emotions as a result of this situation. To help support our high school community, our school district has mobilized a team of clinicians who will offer comfort and counseling in a supportive setting. We send our condolences to the young person’s loved ones and thank our community for respecting the importance of privacy during this difficult time.

Dear New Rochelle High School Students/Families,

It is with a heavy heart that we share the heartbreaking news that one of New Rochelle High School’s enrolled students was involved in an incident in the community that resulted in his death. We offer our deep condolences to the young man’s family and friends.

We also recognize that such a tragic event can be shocking, and staff are here to support you in any way. We are mobilizing resources and support programs that will be available at our high school tomorrow. The clinical team is being assembled and a plan will be available for staff and students upon entry to the building in the morning. School district clinicians will be available in Room 207 starting at 8a.m. The district crisis team will also be on hand to assess, comfort and support as needed.

Together, we will get through this difficult time.

Deceased identified by sources as Julian Oliveros, a classified (special ed student), he did attend school but did not often attended classes, roaming the hallways, sources say.

UPDATE 1/26 1:37 PM Shooter identified by sources as Tommy Rivera. Sources say he was in House 2 at New Rochelle High School but in and out of drug rehab. He did not often attend school. NRPD expected to issue a statement with further details this afternoon.

NEW ROCHELLE, NY — New Rochelle Police are on scene of a shooting on Washington Avenue and 4th Street in New Rochelle’s West End, two blocks from Christopher Columbus Elementary School.

The shooting occurred about 3:30 p.m. shortly after school let out at Columbus. A reader says she received an email from the school went on lockdown at 3:40 p.m. which ended at 4:16 p.m.

A witness who asked not to be identified said she was inside a store close to the shooting when she heard the shots. She thought the sound was kids playing — the elementary school nearby had just let out — and went outside. She saw one man flee the scene on foot. She saw one person was injured. They were taken away in an ambulance.

A second witness at a store across the street from the scene said she heard shots and went to the window. She saw a man on the ground and a woman next to him making a call on a mobile phone.

Mobile phone video taken at the scene show more than a dozen people in the immediate vicinity as the shooting victim sits up on the sidewalk, tears off a red coat, lays back down and rolls on the ground in apparent pain. Young children walked the street with parents. Passerby gawked, some were on their mobile phone.

There are CCTV cameras at the intersection including the bakery.

From shell casing markers on the street and sidewalk, 7 shots were fired outside the door of Ayala’s Bakery.

An NRPD Forensic Unit is one scene.

The video from immediately after the shooting was shared on social media and sent to Talk of the Sound.

We have made multiple requests for a statement from NRPD. We will add ASAP.

STATEMENT TO COLUMBUS SCHOOL PARENTS 4:19 PM:

Approximately at 3:40 pm this afternoon, NRPD advised us to please close our school down due to some police activity in the intersection of Washington and Fourth Street.

According to the instructions we stayed inside the school and were all safe.

NRPD secured the area near Columbus and at 4:16 pm NRPD called us to inform us that all was well and we can end the lock down.

Yesterday afternoon, in the West End of New Rochelle, a 16-year old young man shot and killed a 17-year old acquaintance. The ages of both the shooter and the victim make this incident especially horrific and, for young people and their families throughout our community, deeply upsetting. This morning, I issued the following statement:

My personal thoughts are with the families that have been broken by this tragedy, and with all in our community who have been shaken by such a senseless act of violence. New Rochelle will continue working with parents, educators, and service providers to offer positive support to at-risk youngsters, while partnering with our local court and law enforcement to prevent youth violence. More broadly, this incident highlights yet again the destructive impact of our nation’s lax gun regulations, which flood firearms into the wrong hands and can transform any dispute into a heartbreaking loss.

  2. Well if you mean how myself and others feel about you, you already know. By releasing such photos, absolutely disgusting, that’s someone’s child. Regarding the commentary made on either teens school Hx, I guess that’s a point in trying to devalue their lives as NOT THAT IMPORTANT, or “less than”… I suppose??? … because I don’t see the correlation regarding something terrible that happened, or to the family that has to bury their child, what their school activities or type of education has to do with anything. If anything, if NRHS likes bringing to light their school activities, let’s bring to light how they knew they were “roaming” halls and not attending without any official stepping in to help… since we like bring up school history. Either way…. I hope the family turns around and sues the you know what out of you, and everyone else who focused on such things. Including those posting pics of a minor during his last moments. It’s shameful, I don’t call that REPORTING.

You have alot of support here that agrees these photos, commentary, and video stills are out of line, disgusting, and possibly crosses a legal line regarding age and commentary regarding personal school information. Although your family has alot more things to deal with at this time. In the future, should definitely be a chapter to take up legally. Again, I am so sorry for your tragedy. Prayers up.

  5. I like how it’s repeated, multiple times, multiple sources, how they were “enrolled”, yet skipped, or roaming halls, and were in Special Ed, ect. Alot of “buts” so the school district doesn’t look bad, already defensive regarding an event that didn’t happen on school grounds or during school hours, yet… hurry up & wash their hands, sounds like these were 2 MORE failed children of NRHS. *as per usual* Wouldnt want to scare away all the new residents we are making room for.. Take down those photos, that’s a child, people are standing around watching die.

  6. Remember when Principal Richardson posted a letter with stories of students coming up to him scared of the 2016 election? They were all made up. This is the stuff that scares the hello out of students. These false narratives are getting people killed. Valerie Schwab wasn’t killed by a White supremacist, although she was convinced she was in danger from all 50 of them. This poor kid wasn’t either. These kids will be sitting in class tomorrow listening to their teachers going on about the dangers of not passing meaningless voting legislation. Then they’ll move to the rise of white supremacy. Great job. Keep the focus away from real dangers.
