Grand Jury Indicts New Rochelle West End Shooter for Murder of Teen

NEW ROCHELLE, NY — The alleged West End Shooter was back in court Wednesday. By the end of the day he learned he was facing multiple counts in a Grand Jury indictment and will be tried as a Youth in the “Youth Part” of the criminal court system.

Tommy Rivera, 16, of New Rochelle, NY was indicted by a Westchester County Grand Jury for Murder in the Second Degree and two counts of Criminal Possession of a Weapon in the Second Degree, both felonies.

Rivera was arraigned on February 16, 2022 for the shooting death of 16-year-old Julian Oliveros.

Rivera faces a minimum indeterminate sentence of 15 years to life in state prison and a maximum indeterminate sentence of 25 years to life in state prison.

In the State of New York all felony cases involving children ages 16 and 17 of are automatically sent to a special Youth Part of the adult criminal court, where judges trained in family law will handle the cases. After 30 days, felony cases against 16- and 17-year-olds will automatically be sent to Family Court and handled as a Juvenile Delinquency case, unless a prosecutor can prove “extraordinary circumstances.” Violent felonies could remain in the adult court automatically if a victim sustained significant physical injury, the child defendant used a weapon, and/or the child defendant engaged in criminal sexual conduct.

It is alleged that on January 25, 2022, at approximately 3:38 p.m., Rivera shot Oliveros multiple times near Fourth Street in New Rochelle. Oliveros, a New Rochelle resident, was transported to Westchester Medical Center in Valhalla, where he died that day.

The New Rochelle Police Department investigated the incident and arrested Rivera.

The case is being prosecuted by Assistant District Attorney Catalina Blanco Buitrago.

Rivera was in court earlier in the day before Judge Helen Blackwood in Youth Part. Both Rivera’s mother and father and Julian Oliveros’s mother and father were present in court.

Judge Blackwood issued a Temporary Order of Protection for Melissa Mondragon and her family. Blackwood established a motion schedule. Motions are due April 4 with Responses on April 18 and Answers on April 26. Motions will be decided on May 19.

    1. I am wondering the same thing. I am not sure of the exact spelling. I have a hunch as to who it is but perhaps a reader who knows will tell us.
