Yonkers Man Leads Multiple Police Agencies on Slow Speed Chase, Port Chester Cop Injured

Jermaine E. Hines has Long NY Criminal History and was on Probation in CT for Threatening to Kill Walmart Employees

PORT CHESTER, NY (February 25, 2023) — A police officer was injured, several police vehicles damaged, and public and private property damaged — including two city parks — following a slow speed police chase that began with a vehicle stolen out of Mamaroneck, NY, a report to the Westchester County Real Time Crime Center, Greenwich PD locating the stolen vehicle, a crash that cause the stolen vehicle to lose a wheel, then a slow-speed pursuit of the three-wheeled vehicle through Greenwich, CT, Port Chester, NY and Rye Brook, NY.

The suspect, later identified as Jermaine E. Hines, is currently on probation in Connecticut after threatening to kill employees at a Walmart store in Norwalk. He has multiple open dockets in Mount Vernon and White Plains and will now add Port Chester, Rye Brook and the Village of Mamaroneck to the list.

VOMPD Police narrative: At approximately 2:43 AM an employee at The Duck Inn was closing up for the night, due to the cold temperatures they started their vehicle to warm it up with their key in the ignition. When the employee returned to the vehicle it was gone. Missing was a blue 1997 Chevrolet Malibu. VOMPD Officers conducted a canvas of the area for the vehicle or witnesses but the suspect was out of VOMPD jurisdiction by that time.

The vehicle’s description was broadcast out via Westchester County Real Time Crime Center which led to the events in Greenwich, Port Chester and Rye Brook

PCPD Police narrative: At about 3:20 am on Friday February 24, 2023, Port Chester Police were alerted that Greenwich Police were following a stolen vehicle on Putnam Avenue heading towards the Port Chester Village border. The vehicle lost a front tire and continued traveling at 15 mph onto Putnam Avenue. The vehicle was reported stolen about 40 minutes prior while left running unattended in the Village of Mamaroneck.

Port Chester Police Units attempted to stop the vehicle as it entered into Port Chester. The driver refused to stop. The vehicle intentionally drove into Lyon Park (Port Chester) in an attempt to evade police, causing considerable damage. The vehicle continued onto Haines Boulevard where it drove onto the lawns of homes in an attempt to evade police. The driver of the vehicle intentionally ran into the side of a marked Port Chester PD vehicle causing damage to the patrol car. The driver of the vehicle then struck a second Port Chester PD vehicle. As the vehicle continued on Betsy Brown Road, entering the Village of Rye Brook, officers from both Port Chester and Rye Brook police departments attempted to stop the vehicle as the driver continued at a slow rate of speed with just three tires. While attempting to stop the vehicle, a third Port Chester PD vehicle was struck, forcing that police vehicle off the road and into a tree. A uniformed PCPD officer was injured. The vehicle continued on Betsy Brown Road into Crawford Park (Rye Brook) where it drove across the grass and caused considerable damage. The vehicle stuck some bushes. The driver attempted to flee on foot but was subdued by officers from the Port Chester PD and Rye Brook PD.

The injured officer was transported to a nearby hospital, treated and released.

Hines, who goes by the alias Germain Hines, was remanded to Westchester County Jail, after being arraigned on the charges in Port Chester. He was taken into custody by the Westchester County Department of Correction at 5:42 PM on February 24. Hines date of birth is February 25, 1983 so he spent his 40th birthday in jail.

  • 2 counts, Criminal Mischief (no type given by court clerk)
  • Resisting Arrest, a class A misdemeanor

Village of Mamaroneck Court

  • Grand Larceny 4 – Motor Vehicle, a class E Felony

VOMPD Detectives requested an Arrest Warrant, which will be lodged at the County Jail. There is no information on VOM Court appearances at this time.

Jermaine Hines is well-known to law enforcement in Westchester County where he has multiple open dockets in Mount Vernon and White Plains.

Hines was arrested by Mount Vernon PD on October 14, 2020 and arraigned on a charge of Petit Larceny.

Hines was arrested by Mount Vernon PD on October 15, 2020 and arraigned on a charge of Criminal Possession of Stolen Property with a value over $3,000.

Hines was arrested by Mount Vernon PD on January 25, 2021 and arraigned on a charges of Assault – 2, Aggravated Unlicensed Operation of a Motor Vehicle – 1, Unlicensed Operation of a Motor Vehicle – 1st, DWI – 1st Offense, Operating an Unregistered Vehicle, No Headlights, No License, Unlicensed Operation of a Motor Vehicle – 2, Failed To Stop At Stop Sign, Operation of a Motor Vehicle without Insurance, Drive a Motor Vehicle On/Across a Sidewalk.

Hines was arrested by Mount Vernon PD on March 2, 2021 and arraigned on a charges of Aggravated Unlicensed Operation of a Motor Vehicle – 2, Operation of a Motor Vehicle without Insurance, Operating an Unregistered Vehicle, No Headlights.

Hines was arrested by Norwalk, CT PD on April 30, 2021 and arraigned on a charges of Threatening – 2, Larceny – 6, Criminal Trespass – 3, Disorderly Conduct, Possession of a Controlled Substance, Failure to Comply with Fingerprinting.

In a negotiated plea in Stamford GA Court, Hines pleaded guilty and was sentenced on January 5, 2023: on Threatening – 2, sentenced to 364 days in Jail (Execution Suspended/ Probation 2 Years); on Criminal Trespass – 3, sentenced to 90 days in Jail (Execution Suspended/ Probation 1 Year); on Larceny -6, sentenced to 90 days in Jail (Execution Suspended/ Probation 1 Year).

Hines was arrested by White Plains PD on January 25, 2023 and arraigned on a charges of Petit Larceny, Possession Of Burglar Tools.
