Westchester CE Appoints Joshua P. Gaccione as New Director of Veteran Services

WHITE PLAINS, NY (March 1, 2025) — Westchester County Executive Ken Jenkins announced the appointment of Joshua P. Gaccione as the new Director of Veteran Services on Friday, tapping a seasoned military veteran and advocate to lead the county’s efforts in supporting its veteran population.

Gaccione, who served as an Intelligence Analyst and Paratrooper in the U.S. Army’s 82nd Airborne Division from 2000 to 2004, brings a robust background in military service, higher education, and veteran advocacy to the role. During his time in the Army, he was deployed in support of Operation Iraqi Freedom and Operation Enduring Freedom, contributing to intelligence processing, security operations, and mission planning.

“Josh’s dedication to serving veterans is evident in everything he has accomplished,” Jenkins said during a news conference, which can be viewed online. “His military experience, combined with his passion for higher education and community service, makes him the ideal leader for our Veteran Services Department.” Jenkins also thanked retiring Director Ron Tocci for his decades of service, both in the military and in public office.

Since 2013, Gaccione has worked at Westchester Community College, most recently as Director of Student Support Services & Student Conduct. There, he spearheaded initiatives to address resource insecurity, secured millions in funding for student programs, and founded the Veterans Resource Office, boosting enrollment, retention, and graduation rates for student veterans. Previously, as Director of the Veterans Outreach and Support Program at Family Services of Westchester, he managed a countywide effort providing critical resources to veterans and their families.

“I am honored to step into this role and continue serving my fellow veterans,” Gaccione said. “Westchester County has a strong tradition of supporting those who have served, and I look forward to expanding our programs, strengthening partnerships, and ensuring that every veteran in our community has the resources and opportunities they deserve.”

New York State Department of Veterans’ Services Commissioner Viviana DeCohen praised the appointment, calling Gaccione “a fantastic choice” and acknowledging Tocci’s mentorship and legacy. “Under County Executive Jenkins’ leadership and Director Gaccione’s commitment, Veterans will continue receiving first-class service,” DeCohen said.

In his new position, Gaccione will oversee Westchester County’s veteran programs, including access to benefits, employment resources, mental health support, and community initiatives. His appointment signals a continued emphasis on enhancing services for the county’s veteran population, building on his proven track record of advocacy and program development.
