Westchester County to Greenlight $19.5M in Spending

WHITE PLAINS, NY (March 12, 2025) — Westchester County officials are set to approve a slew of high-stakes contracts Thursday, including a $19.5 million deal for Medicaid transportation and multimillion-dollar upgrades to local landmarks, part of a packed agenda for the Board of Acquisition and Contract.

The board, meeting at 11 a.m. in the County Executive’s Conference Room, will vote on 17 resolutions ranging from public transit enhancements to substance abuse programs. The largest ticket item is a five-year, $19.5 million contract with Medical Transportation Management, Inc. to provide non-emergency Medicaid rides countywide starting July 1. The deal aims to ensure healthcare access for thousands of residents, officials said.

Infrastructure projects also dominate the docket. A $5.24 million contract with Peter Camilli & Sons, Inc. will fund stone masonry, concrete work, and landscaping at Kensico Dam Plaza in Valhalla, while Triumph Construction Corp. secures $4.77 million to rebuild the Playland Park pool in Rye. Both projects, set to run from April 2025 to October 2026, promise to revitalize popular public spaces.

Public transit gets a boost with a $17.13 million purchase of 15 hybrid-electric buses from New Flyer of America, Inc. for the Bee-Line system. Federal and state grants cover most of the cost, with the county pitching in $1.71 million. “These buses will modernize our fleet and cut emissions,” a transportation official said.

Health and social services round out the big spends. The county will accept $3.01 million from the New York State Office of Addiction Services and Supports, paired with a $2.33 million contract to Westchester Jewish Community Services, to fund substance abuse treatment in 2025. Other notable items include $1.94 million for senior home care and $1.2 million for emergency housing aid.

Smaller but critical contracts include a $1.71 million HVAC upgrade at the County Courthouse and an extra $1 million for pavement work at Westchester County Airport.

The board will also approve minutes from its last meeting and discuss any last-minute business. All contracts await final signatures pending Thursday’s vote.
