MAMARONECK, NY (February 16, 2026) — Richard Lawrence Ottinger, a former member of the United States House of Representatives who served 16 years representing a majority of Westchester County, died Monday, Feb. 16, at the age of 97.
Ottinger was first elected to the U.S. House of Representatives in 1965. He served three full terms followed by a second decade of service beginning in 1975. During his time in Congress and into retirement, he was described as a prominent environmental advocate who championed efforts to clean up the Hudson River, curb pollution and preserve New York’s natural resources.
Throughout his congressional career, Ottinger represented communities in Westchester County including Rye, New Rochelle and Mamaroneck.
He later helped found the environmental law program at Pace University’s Elisabeth Haub School of Law, where he served as dean and professor emeritus.
Gov. Kathy Hochul directed that flags be lowered to half-staff across New York State on Wednesday, Feb. 18, and on the day of Ottinger’s funeral service in honor of his life and public service.
“Representative Ottinger was a prolific public servant who believed in making New York a better state for all,” Hochul said. “A prominent environmental advocate throughout his time in Congress and into retirement, Representative Ottinger led by example, fighting for a more sustainable and environmentally sound New York. Ottinger is survived by his wife, June, and his four children.
